Senior Privacy Program AnalystDepartment Description
UC Davis Health Compliance and Privacy Services (Compliance) is responsible for providing oversight for the UC Davis Health's Compliance and Privacy programs. UC Davis Health Compliance engages in a variety of activities to promote and ensure ethical and proper behavior in all matters related to UC Davis Health business operations and to establish effective controls that promote adherence to applicable laws, regulations, rules, guidelines, requirements, procedures, and directives regarding Federal, State and Private health services. UC Davis Health Compliance and Privacy Services provides advice and assistance with compliance requirements and obligations of UC Davis Health to the Vice Chancellor of Health and Human Services and UC Davis Health Chief Executive Officer, School of Medicine Dean, UC Davis Medical Center Chief Executive Officer, and other UC Davis Health deans, executives, and administrators.

Responsibilities The Senior Privacy Program Analyst is responsible for supporting the development and enhancement of all elements of the UCDH Privacy Compliance Program at the direction of the Privacy Program Manager and Chief Privacy Officer. The Analyst manages and assists in the development of privacy policies, procedures and standards, creation and presentation of enterprise-wide privacy trainings and educational materials, development and implementation of privacy auditing, monitoring, and reporting systems and processes, and enacting of proactive privacy best practices throughout UCDH. Responsible for investigating and managing all phases of complex privacy investigations and incident mitigation. Serves as a privacy subject matter expert to all levels of UCDH, providing leadership in the field and expertise in specific privacy areas. Assignments are of substantial complexity and this position operates with a high degree of autonomy.
Required Qualifications - Bachelor's Degree in public health, healthcare, policy, law or related field or significant, comparable work experience.
- Experience interpreting and applying statutes and regulations
- Working knowledge of State and Federal Privacy regulations (such as HIPAA, CMIA, IPA)
- Proven project management and database management skills
- Strong analytical, decision making, and research skills
- Strong communication skills (written and oral)
- Skills to provide discretion and tact regarding sensitive and confidential issues
- Skills to demonstrates flexibility and handles multiple and competing responsibilities
- Working knowledge of Word, Excel, PowerPoint, Outlook, electronic medical record systems, or similar systems
Preferred Qualifications - Certified in Healthcare Compliance (CHC) or Healthcare Privacy Compliance (CHPC)
- Juris Doctorate or Master's in Public Health, Public Policy, or a related field
- Experience as a privacy analyst in a healthcare setting
- Knowledge of clinical operations and patient care workflow
- Knowledge of health care law
- Persuasive ability to gain acceptance from management in privacy compliance
- Advanced knowledge of privacy program database systems and industry application programs used to evaluate health center processes and procedure
Special Requirements This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
