Job ResponsibilitiesThe Population Health P4P Project Manager / Data Analyst is the primary program lead/data quality expert and contact for California's Value Based Pay for Performance (P4P) Program (now referred to as Align Measure Perform Program) and other HEDIS/ACO/P4P projects, as required. In particular, this position will coordinate the execution of performance calculations and quality-check reports, analyze results, conduct analyses, and create/present graphical summaries of results. The candidate must also manage data collection and reporting activities and serve as the project manager/technical resource regarding internal and external questions on healthcare data-related inquiries for effective program management. This position will work closely and serve as the liaison between Information Technology and Care Services and Innovation departments to coordinate all HEDIS/ACO/P4P program(s) requirements. Furthermore, this position will also work closely with health plans, P4P auditors, and other constituencies to meet all data, audit, and compliance requirements for HEDIS/ACO/P4P projects. Knowledgeable about the procedures, workflows, and business operations within the end users organizations. The analyst has in-depth knowledge of population health data quality principles, EpicCare Ambulatory/Tapestry system, clarity data models, and serves as a bridge between other IT support teams.
This position will act as the primary population health data IT project manager and data quality analyst for the P4P program. The primary focus of this position will be understanding all measure specifications, coordinating the updates to the SQL scripts, data-quality checks, sending monthly supplemental data to health plans, and various other data quality activities with goal of ensuring quality scores are accurately represented within health plans, ACO partners, and in the public domain, as applicable.
The analyst will be a leader on the team by partnering daily to monitor responsibilities, tasks, and other duties assigned to various IT teams. Analyst will be available to answer any support/project questions, assist in troubleshooting, give guidance on projects and general next steps, as well as provide detailed status to the team manager. The analyst will help oversee the various IT team's daily responsibilities to ensure tasks are completed on time and will escalate to manager as necessary.
This individual will be responsible for using critical thinking skills to provide actionable information and data to a variety of constituencies within the healthcare space. Will be involved with understanding the data transformation, data harmonization and visualization. This role is responsible for working with internal and external stakeholders in conceptualizing business questions, completing complex analyses, and interpreting and disseminating results to key audiences in a manner appropriate to each audience.
Required Qualifications - Bachelor's degree in Healthcare Administration, Public Health, Management Information Systems, Mathematics, Healthcare Informatics or equivalent experience.
- Experience with oracle PL/SQL programming focused on population health analytics, and/or project management experience focused on quality improvement /cost containment and/or other population health programs analytic activities.
- Demonstrated comprehensive knowledge of clinical practices and principles.
- Develops and maintains expert level of knowledge on population health, accountable care organizations, managed care, pay-for-performance, and other industry-specific concepts and metrics
- Strong quantitative skills and general knowledge of statistics
- Displays and interprets data in clear and concise tables, graphics and reports
- Experience with advanced application of adult learning principles and clinical system design standards.
- Experience with organizational strategies, business operations, and end-user requirements to develop system design and training projects.
- Excellent interpersonal, communication, leadership and change management skills to establish and maintain positive and productive working relationships.
- Proficient in office automation software (word processing, spreadsheets, visual presentation, etc.) and strong presentation skills.
- Experience with project management, information systems trends, and professional practice standards.
Preferred Qualifications - Masters degree in preferred discipline is a plus (i.e. MHA, MPH) and/or Project Management Professional (PMP) certified.
- Performance improvement consulting experience focused on quality improvement /cost containment and/or other population health activities.
- Experience with California's Value Based Pay for Performance Program, and/or population health management programs/accountable care organizations (ACO) is preferred.
- Experience in Oracle database management systems and architecture.
- Experience in Oracle PL/SQL programming and/or understand of the epic clarity data model
- Experience with relevant clinical operations initiatives and informatics projects.
- Experience with population health management programs and/or accountable care organizations (ACO) is preferred.
- Experience with Epic Electronic Medical Record (EMR), Clarity, and Caboodle data warehouse
- Experience working with multiple clinical information systems or system implementation teams for complex projects and/or application development.
- Experience with coordinating system development and implementation with relevant clinical operations initiatives and informatics projects.
- Experience with methods and tools for systems development life cycle as related to clinical informatics.
- Experience with quality improvement principles, practices, and tools into system design.
- Experience with designing and monitoring technology-enabled organizational change.
- Experience working in an academic institution or large integrated health system.
