The Bond Program Manager reports to the Bond Director or designee. The Bond Program Manager coordinates bond project implementation and provides support for all planning, design, and procurement processes. The Bond Program Manager is responsible for project schedules, cost estimates, scope verification, bidding, and developing the construction consultant team. Performs related duties as assigned.

Essential Functions: Depending on the assignment, duties may include but are not limited to the following: Coordinate design meeting scheduling and minutes to track design and pre-construction progress. Obtain, track, and monitor project cost estimates and project schedules from consultants. Verify project scope with user requirements and review design documents for implementation. Obtain and coordinate consultant and inspector proposals and develop methods to compare them for comprehension and best value selection. Prepare bid specifications and consult with team members, and potentially legal counsel, on contract requirements and procedures. Provide project risk management reviews and suggestions for potential mitigation. Perform construction document review in preparation for bidding, including drawings, bidding specifications, and technical specifications. Coordinate all aspects of project bidding, including informal and formal bid processes. Publish public bid advertisements, orchestrate and attend bid walks, track pre-bid requests for information, communicate all bid addenda to potential bidders, and host bid openings. Review bids for responsiveness, provide bid summaries, and conduct post-bid interviews prior to announcing apparent low responsive bidder. Provide recommendation summaries for board items, submittals and contract procurement. Issue letters of intent and notices of award to contractors. Assist in development of facilities master plans and master planning documents. Develop, update, and maintain district standards repository. Track contract closeout procedures and division of the state architect closeout requirements. Attend various stakeholder coordination meetings, Board meetings, and quarterly Citizens’ Bond Oversight Committee meetings as requested. Assist in creating bond media content, including charts, brochures, graphics, posters, website updates, construction signage, social media updates, and project photography. Participate in the selection of staff and assign tasks and responsibilities to assigned personnel. May be required to work extended hours to assist in managing a facilities related emergency.

Successful Experience in: Public school construction. Construction principles, techniques, and procedures. Effective project management principles. The formal bidding process of local, state, and federal guidelines as well as extensive knowledge of school construction. Computer technology including construction management software and scheduling programs. 

Ability to: Manage multiple high priority projects at the same time. Problem solve. Meet schedules and deadlines while adapting to changes as required. Work independently. Learn quickly and operate in a fast-paced and continuously improving setting. Establish and maintain effective communications and working relationships among diverse groups of stakeholders. Communicate effectively to perform the essential functions of the job.

Education: A bachelor’s degree in architecture, engineering, construction management, business, or a related field. Master’s degree preferred. Project Management Certification or similar license preferred.

Experience: Minimum three (3) years in public school and/or construction project management.

Salary: $134,843.64 - $163,358.76 annually; Range 19B; (7 steps; maximum reached in 5.5 years).
