This position works remotely requiring a telecommuting agreement and adherence to the UCSC Telecommuting/Remote Work Guidelines. The employee shall be available in a full-time capacity during assigned telecommuting work hours (specific hours to be discussed with supervisor). While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working at the regular UCSC worksite.

Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by member states and territories. Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

JOB SUMMARYDevelops the overall strategic vision of the Smarter Balanced Reporting System. Through subordinate staff, creates tactical work plans to achieve strategic goals. Creates analytical frameworks for prioritizing product features to best meet strategic goals. Creates multi-year roadmap, including data-driven change-management processes, to ensure that the product evolves as necessary to meet strategic needs. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for products / services development. Provides guidance to subordinates to achieve goals in accordance with established policies. Elicits requirements from State Educational Agencies, educators, and consortium staff to estimate effort required to address stakeholder requests. Establishes systems and processes to prioritize reporting system development plans as well as enhancements. Defines outcomes that measure customer satisfaction and business impact. Creates and manages product budget to meet short-term and long-term needs, including large-scale product revisions. Manages product development work with direct and matrix staffing resources.
APPOINTMENT INFORMATIONSalary Information: Salary Range: $90,400 - $154,000 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES60% - Systems Promote Relevency and Fidelity to Stategic Goals - Develops the overall strategic vision of the Smarter Balanced Reporting System.
- Creates analytical frameworks for prioritizing product features to best meet strategic goals.
- Creates multi-year roadmap, including change processes, to ensure that the product evolves as necessary to meet strategic needs.
- Create process for deeply understanding user stories to inform new opportunities to improve their experience.
- Oversees marketing and outreach activities that promote awareness for products or services.
- Works with IT teams to deliver a scalable architecture that not just meets current needs, but considers future growth scenarios.
- Establishes and recommends changes to policies which affect the program.
- Establishes short term and long term goals for the reporting system.
40% - Operations and implementation - Manages people for product development involving department or cross-functional teams focused on the delivery of products / services / enhancements from initiation and design into a finished state.
- Builds and maintains productive, collaborative, and respectful relationships among staff (within and across teams) and with constituents.
- Uses agile principles to write user stories, plan and drive the software development of features.
- Oversees overall schedules, product requirements, and resources.
- Responsible for results, including costs, methods and staffing.
- Conducts and uses competitor analyses to inform product direction.
- Provides direction and acts as advisor to product management professionals in order to facilitate adherence to project schedules and to resolve technical problems.
- Develops service levels related to analyses and feedback from clients requests/needs.
- Coordinates with other teams and member service providers as appropriate to develop service level expectations regarding the annual reporting application deployment, responsiveness of the User Interface data ingestion, bug fixes, enhancements and resolution of questions.

- Leads Smarter Balanced data governance meetings.
- Manages product development work with direct and matrix staffing resources, and adds temporary staff as necessary.

REQUIRED QUALIFICATIONS - Bachelor's degree in related area and / or equivalent experience / training.
