The Project Engineering Supervisor’s primary responsibility is to provide and coordinate day to day support for the Engineering Project Managers, in the design and implementation of electric and gas service for new residential, commercial, and industrial projects. The Project Engineering Supervisor works closely with CoServ Engineering (Electric and Gas), Construction Management & Logistics, the Project Engineering Administrator, and other departments, as needed, to assist in the operation of the Project Engineering group. The Engineering Project Manager Supervisor will also assist the Project Managers with issues involving town, city, state, county, and federal governments that affect CoServ.
Primary Position Responsibilities
Assures the Engineering Project Managers have a thorough understanding of CoServ’s design and construction standards and specifications.
Ensures good working relationships are maintained with all contacts, from the corporate level (including developers) through construction, to promote, educate, and sell CoServ’s concepts, products, and services to developers, builders, and end users.
Proactively monitors project progress and completion of all tasks for direct reports.
Monitors and assures that customer inquiries and requests are responded to in a prompt and professional manner.
Monitors and maintains a balanced workload among the Engineering Project Managers.
Assists the Project Managers and the Project Engineering Administrator in the development of service agreements for both electric and gas projects.
Ensures Project Managers are conforming to all CoServ and contract requirements, during the design and pricing of all projects.
As necessary, meets with customers to explain costs within tariff guidelines, options (overhead or underground) for work to be accomplished, and assesses customer preferences.
Maintains professional and technical knowledge by developing and maintaining a thorough knowledge of:
National Fuel Gas Code, 49 CFR Part 192, National Electric Safety Code, National Electric Code, Occupational Safety Health Administration, and other local codes and ordinances applicable to the job functions performed by this position;
CoServ, Rural Utility Services, state and other regulatory agency procedures and rules in the performance of all work;
AutoCAD, GIS, GPS, and other software systems, by attending power distribution conferences, training and other educational workshops and meetings appropriate to this position.
Carries out management responsibilities in accordance with the organization’s policies, applicable laws, and as directed by the Manager of Project Engineering.
Works in the most efficient way possible with all CoServ departments and divisions in the development and implementation of CoServ management’s plans and goals.
Interviews and hires potential personnel as needed or directed.
Reviews and approves designs and costs, assigns and directs tasks, addresses complaints, resolves problems and establishes work procedures and standards to improve the efficiency and effectiveness of the department.

Attends LEC (Line Extension Committee – made up of three senior vice presidents) Meetings to propose any deviations from standard operating procedures to the LEC. Deviations can be for system benefit, gaining new projects, or strategic planning.
Attends GOC (Gas Operating Committee – made up of three senior vice presidents) Meetings to discuss new projects as they relate to system benefit and strategic planning.
Responsible for inspection, maintenance, and security of company-assigned vehicle.
Approves/adjusts employee time sheets.
Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.
Secondary Position Responsibilities
Attends power and gas distribution conferences, training on AutoCAD, GIS, GPS, and other software systems, as well as other educational workshops and meetings to stay abreast of the latest developments in the electricity and gas industry.
Ensures all reporting information from all direct reports is accurate and submitted to the Project Engineering Administrator in a timely manner.
Interfaces and coordinates with city, county and state entities and representatives, Members, developers, contractors, engineering and operations personnel and other CoServ departments related to service requests and line construction projects.
Promotes, educates, and sells CoServ’s concept to builders, developers, cities, key accounts, and end-users.
Attends City Council, Planning and Zoning Committee meetings as needed.
Receives training as directed by management.
Oversees and/or performs field services, such as:
Staking/surveying by performing field measurements;
Placing stakes and other markers to identify the locations of poles, anchors, lines, equipment, and devices.
Assists direct reports with the coordination of other utilities regarding new construction.
Performs the same responsibilities as an Engineering Project Manager Sr.
Attends CoServ University required training.
Ability to travel, if necessary, for business and training.
Performs other duties and activities as directed.
Performs performance appraisals for all direct reports.
Monitors the performance of all direct reports and designs a specific training schedule to develop each employee to their full potential.
A minimum of six (6) years of high-level experience in the electric utility industry and has demonstrated the ability to perform the job duties of an Engineering Project Manager Sr. or comparable role within the electric utility industry.
High-level knowledge of electric and gas distribution construction.
Twelve (12) years of engineering experience in the electric utility industry, business development, project management, and economic development.

Proficient in Maximo, Excel, Word, Arc Designer, GIS and AutoCAD.
Proficient ability to layout and design underground and overhead electric utilities, as well as gas distribution facilities, for large subdivision projects.
Understanding of line extension policy and tariffs.
Extensive knowledge of city, county, and state permitting requirements.
Extensive knowledge of CoServ’s design standards and overhead/underground construction specifications.
Proficient knowledge of gas distribution design standards and construction specifications.
Knowledgeable in electricity and electrical equipment such as:
Properly sizing equipment for residential and commercial loads,
Single phase and three phase metering,
Single phase and three phase overhead and underground line design,
Large scale duct bank design and construction.
Working knowledge of gas and electric distribution systems.
Excellent written and verbal human relations and communication skills.
Organizational skills and the ability to multi-task.
Understanding of National Fuel Gas Code, National Electric Safety Code (NESC), National Electric Code (NEC), and Occupational Safety and Health Administration (OSHA) training.
Ability to work in an office and field environment.
Skills in developing and delivering oral and written presentations.
Ability to work independently, with minimum supervision.
Ability to work under strict deadlines and has high level of problem-solving skills.
Ability to prioritize and manage multiple tasks.
Ability to use standard office/business equipment in a safe manner.
