Responsible for the management of the Group Compliance Team and services related to the Group Benefits Program (GBP), and certain group benefits single employer plans. Serves as a technical resource for compliance with group benefits, staying abreast of legislative and regulatory matters affecting the plans, and leading the team to provide service excellence to internal and external customers.
Essential Duties and Responsibilities:
Responsible for the leadership and management of the group benefits compliance team, including setting clear expectations and goals, providing timely performance feedback, coaching and mentoring staff, providing recognition for exceptional performance, adhering to NRECA and OGC policies and addressing employee relations issues, helping to develop skill sets and training programs to build a successful team.
Responsible for technical group compliance areas related to the GBP and associated single employer plans such as flexible spending accounts and retiree medical plans, residual Medicare Part D Program issues, coordination of the GBP and Medicare offerings, HIPAA privacy, COBRA, ACA, and other group compliance related legislation and regulatory requirements.
Serves as the project leader for new services or changes and major projects that relate to compliance matters (such as SPDs, SMMs, SBCs, etc.), including staying abreast of legislative and regulatory changes, identifying needs for NRECA changes, defining the work scope and presenting recommendations to management, and establishing work plans, key milestones, communication plans, and collaborative efforts.
Leads collaboration efforts for the Group benefits compliance team to interact and build relationships with Insurance staff, General Counsel staff and other internal departments on assignments and projects, coordinates with the Compliance Communications Consultant on technical matters involving communication materials and presentations, works with the Compliance Process and Procedures Consultant to establish controls and monitoring of key services and provides the Compliance Project Management Team with business planning needs requiring project support and IT services and coordination.
Assists the Director of Compliance with development, implementation and on-going maintenance of group benefits compliance to ensure the Benefits Compliance team is meeting the Plans' compliance requirements and delivering timely and quality services in the most cost efficient and effective ways. This includes providing regular updates and assessing resources and skill building for the entire unit, assisting and monitoring the budget, and identifying cost savings strategies, efficiencies, and technologies where appropriate.

Formal Education Required:
Bachelor's degree in business, health administration, or related area of study. Master's degree or Juris Doctor preferred.
Experience and Certifications Required:
Ten (10) + years of experience with group benefit plans and Medicare Part D. Previous supervisory experience required. Knowledge of NRECA's GBP component plans is preferred.
Group Benefits Associate (GBA), CEBS, SPHR, or other relevant certifications preferred

Knowledge, Skills and Abilities Required (as demonstrated by prior work experience):
Knowledge of ERISA, IRC, HIPAA, CMS, Department of Treasury, Department of Labor regulations and their appropriate application to the GBP and, and other federal mandates (e.g., COBRA, WHCRA, Medicare, Medicaid, ADA, ACA).
Ability to lead people and work unit with a track record of developing, motivating and delegating across a team.
Ability to exercise judgment and discretion in the execution of all duties and responsibilities.
Ability to manage competing deadlines and multiple projects at various stages of development using effective organization skills and attention to detail. .
Ability to define issues, establish facts and draw valid conclusions and apply to work environment.
Ability to communicate, both verbally and in writing, on technical and complicated issues to a diverse membership, employees and/or vendors in a clear and precise manner.
Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the job.
Ability to operate various office equipment such as personal computer, copier, printer, fax machine or other job-related equipment.
Ability to provide service excellence by building relationships, being resourceful, responsive and respectful.
Essential Physical Requirements :
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
