The Office of Ethics, Compliance and Audit Services provides direction, education, oversight for president policy process, investigatory services, auditing and monitoring, guidance and resources to the University to optimize ethical and compliant behavior, provide assurance, and improve operations through effective controls and processes.
This positions provides high-level professional leadership and direction in the planning, development and analysis and implementation of major department projects and strategic initiatives. Participates in long and short-range planning, and advises on complex and important issues affecting the department. Collaborates with partners/stakeholders/colleagues to coordinate the development, implementation and monitoring of new projects. Develops and implements transition plans as projects are completed to ensure that unit personnel are able to continue managing business processes on an ongoing basis. Provides thoughtful and proactive Change Management to ensure effective implementation and adoption.
Develops project scope, creates and manages project plans. Identifies sponsors and participants, defines reasonable expectations, and negotiates roles. Develops timelines, priorities, assignments, and deliverables. Monitors progress and oversees quality control. Coordinates, compiles, edits and distribute training on behalf of department focal areas, managing several robust training calendars, and making adjustments to these calendars when conflicts or ad hoc needs arise. Responsible for supervision of one or several senior analysts involved in training or other strategic initiatives.
This position uses advanced operational concepts and objectives to resolve highly complex issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises independent judgement in selecting methods, techniques and evaluation criteria for obtaining results. Develops and oversees the implementation of new programs and processes.
Experience with audit and compliance matters, and supervisory experience is desired. Excellent writing and communication skills and project management skills are highly desirable for this role.
Leads and directs a wide variety of projects and follows thorough with all levels of staff and individuals within and outside of ECAS. Works with the COS and systemwide directors to establish project priorities. Develops project scope and creates and manages project plans. Identifies sponsors and participants, defines reasonable expectations and timelines. Monitors progress and oversees quality control. Manages and updates project folders, master plan and priorities. Serves as work lead for specifically identified projects - for example, ECAS annual reports, deliverables to the Board of Regents, senior leaderships and the President's Office. Collaborates with partners to coordinate the development, implementation and monitoring of new programs and processes. Coordinates with campus to compile and review potential systemwide software, listing pros and cons and making recommendations to ECAS leadership.
A strong writer, able to deliver communications in variety of styles and for different audiences. Develops and coordinates policy or program communications, works with ECAS directors to formulate communication and project strategies. Primarily responsible for communicating with project / training stakeholders on campuses regarding program-specific training and liaising with system-wide function owners; regularly communicates with sponsors and team members with timely and accurate information about project plans, milestones, challenges and successes. Promotes open communication across participants, stakeholders and management.
Guides and directs planning for training initiatives, managing campus relationships and contacts and coordinating on behalf of ECAS directors. Coordinates, compiles and edits and distributes training and other communication materials on behalf of department SMEs, managing several robust training calendars and making adjustments to these calendars when conflicts or competing priorities arise. This role will manage several complex projects at the same time, including supervision of relevant ECAS staff assigned to these projects and initiatives.
Leads efforts to conduct highly complex analysis across a broad spectrum of programs, policies and initiatives and provides in-depth analysis. Develops and presents complex proposals on a broad range of issues to include problem identification, costs, and options. Conducts sophisticated analyses of operational and administrative issues, with a focus on finance and budget. Manages and coordinates ad-hoc projects and complex analysis including development of data presentations and reports for presentation to multiple groups, including senior leadership, Office of the President and the Regents.
Researches and summarizes best practices. Establishes evaluation criteria for measuring desired results and impact. Assess the effectiveness of new training initiatives. Ensures intermediate knowledge level in ECAS focus areas - a plus. Ability to deliver training or other communications on behalf of ECAS directors where appropriate.
Provides collaborative leadership and consultation, strategic planning, design and facilitation, and project management on complex problems to achieve strategically aligned solutions.
Understands business needs and ensures that systems, both technical and non-technical, can support those needs. Collaborates with the COS and ECAS directors in the analysis and allocation of resources for existing and proposed projects and establishment of structures and procedures for projects. Works with the budget lead regarding project resources (funding), rates and other financial requirements.
Advanced analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Proven experience and expertise projecting, anticipating and assessing training needs, and designing, implementing, maintaining and enhancing innovating programs to meet identified needs. Demonstrated ability to effectively elicit and/or provide information to diverse customers, in a variety of writing styles. Applies strong verbal, written communication and presentation skills.
Strong communication and interpersonal skills to communicate effectively with all levels of staff, both verbally and in writing. Demonstrated ability to create a variety of reports and other communications for various audiences.
Ability to use discretion and maintain confidentiality.
Advanced project management skills and experience.
Advanced knowledge of training and development, performance management and workplace learning. Ability to apply knowledge to achieve successful organizational outcomes. Proven experience in developing an enterprise-wide program of learning within a very complex and distributed organization and on a wider range of topics.
Ability to multi-task with demanding timeframes.
Advanced knowledge of applicable policy analysis techniques. Preferred experience with compliance and internal audit areas.
Ability to focus on priorities, strategies, and vision.
Advanced analytical/ problem-solving skills.
Experience with working on high-level initiatives and various levels of senior leadership.
Ability to effectively solicit input and communicate with a variety of constituents, both internal and external to the organization.
Ability to use high level judgement and make decisions independently.
Experience in negotiating, building consensus and providing direction to partners.
Knowledge of administrative policies and procedures and how to draft and implement changes.
Bachelor's degree in related area and / or equivalent experience / training.
Advanced degree preferred.
Relevant compliance, audit or project management certification preferred.
SALARY AND BENEFITS
Salary: The recommended hiring range is $121,000.00 to $145,000.00. Commensurate with experience.
