Required Qualifications: As per Civil Service Standards. Must have taken and passed the required Plant Utilities Engineer 1, State Civil Service Decentralized Exam and be reachable on the appropriate current Civil Service list (**See "Special Notes"). Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. (***Out-of-State Applicants, see "Special Notes"). Ability to climb, stoop and do moderately heavy lifting/moving (up to 50 lbs). Candidate must be able to perform the physical tasks of the position such as bending, lifting, stretching and climbing. Must have the ability to work in confined spaces and from a ladder, scaffolding or man lift over ten feet in height. To qualify for this position, the selected individual must successfully pass a pulmonary function test to certify them to wear protective equipment; for example, respirators. The tests shall be provided by the employing department.
Preferred Qualifications: An Associate's Degree in Plant Utilities Technology or the equivalent. Experience with BMS systems and Work Order Systems.
Brief Description of Duties: A Plant Utilities Engineer 1, is responsible for operating, maintaining, troubleshooting, repairing, testing and calibrating mechanical and electrical equipment provide heat, hot water, ventilation, air-conditioning and electrical distribution in the most efficient and safe manner possible. Incumbents also make recommendations on major overhauls and replacement of equipment and initiate activity relating to energy conservation project. Duties to include the following:
Operate and perform maintenance on mechanical equipment
Operate mechanical equipment including but not limited to pumps, fans, pneumatic controls, building management system, compressors, chemical testing and treatment, recording, boiler, chillers and steam generator.
Troubleshoot and adjust pneumatic and digital control systems.
Operate steam and hot water boilers including lighting off, firing, cleaning and shutting down system.
Operate multi-fuel systems which could include oil, gas, and diesel. Duties include lighting off, warming up, checking for leaks, checking temperature and pressure and securing.
Operate, maintain and repair ventilation system.
High Temp, High Pressure water distribution system.
Operate, maintain, and repair high temperature, high pressure water distribution systems.
Boilers, Chillers and Chilled water AC Systems
Clean, inspect, maintain and repair boilers including but not limited to flushing, tubing and chemical cleaning of water side and fire side of boiler equipment, repairing brick work and other related maintenance and repair duties.
Operate chillers and related equipment.
Performs all chiller maintenance, such as cleaning condenser tubes, cleaning of evaporator, maintenance and repair of steam turbines, pumps, air compressors, steam systems, cooling towers, motors, motor starters and variable frequency drives.
Operate, maintain and repair DX & chilled water AC systems.
Safety and Written Diagrams
Read and interpret technical manuals, specifications, design, drawings and wiring diagrams. Working knowledge of OSHA, PESH, EPA, DEC Health, New York State Uniform Fire Prevention and Building Codes and Labor rules and regulations as they relate to the requirements of the occupation, including oil, spills, air quality, stack emissions and water contamination.
Responds to incidents having potential environmental impact and/or safety concerns, such as chemical spills, oil spills, and blowouts and may be called upon to implement evacuation plans in emergency situations. Maintain "right to know" incidents
Electrical hazards and Hazardous materials
Electrical hazards - Incumbent repairs and maintains high and low voltage distribution equipment such as motor controls and emergency power distribution systems.
Handles various types of hazardous materials such as; refrigerants, Freon, gas, fuel oil, solvents, antifreeze, biocides, bitrates, amines, cyclohexylamine, marpholine, diethylamino ethanol, acids, caustic soda, regulated waste and refuse.
Work Orders, Written records & Training
Follow the task provided on each work order, fills out or completes every work daily to include time and materials used.
Will be required to keep written records of maintenance performed, fuel consumption and meter readings; prepares various reports such as equipment malfunctions.
Follow direction from senior personnel and work well with peers and subordinates.
Provides training and assistance to subordinates.
Confined Spaces, high elevations, & high noise levels
Work in confined space situations using personal protective equipment and supervise others working in confined space using personal protective equipment.
Work at high elevations up to forty feet off the floor or ground level. Ladders are used for Emergency Exits that are 4 to 5 stories off the ground.
Tolerate high noise levels. The noise level in the Power Plant can be in excess of 90 decibels. Hearing protections is required to be worn at all times when working in the Power Plant.
Other duties as assigned as appropriate to rank and departmental mission.
Special Notes: These are full-time positions, 40 hours per week, shift and pass days varied. FLSA Nonexempt positions, eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously. Mandatory rehire roster candidates have preference. Night and weekend work may be required.
