This is a full-time, managerial position, and days of work and hours are Monday through Friday, 8:30 a.m. to 4:30 pm. Note: This position is in the “NL” category of employment (non-fixed work week) and individuals in this role have no claim or entitlement to time off or cash compensation for hours worked beyond their normal schedule. Occasional evening and weekend work may be required as job duties demand. It is the policy of the College to grant hour for hour compensatory time off, with advance approval, only when employees are required to work on a holiday. Time earned must be used within one fiscal year from the time it is earned.
Under the direction of the AVP of Human Resources, the Associate Director of Payroll and Benefits is responsible for overseeing all the functions assigned to employee benefits and payroll administration, including employee counseling, orientation and education. The Associate Director oversees the organizational and administrative functions of the Payroll Office, including decision making on issues and operational processes and manage the rollout of all current and future benefits/payroll and HR projects. Participates in the development of College policies and procedures relating to all NJ state- administered benefits programs and payroll. S/He is responsible for compliance with Federal and State regulations and Bargaining Unit provisions.
The Associate Director of Payroll and Benefits will oversee the maintenance of the Banner Human Resources Payroll information system (HRIS) relative to payroll processing and tax compliance. S/He is responsible for annual OSHA reporting, serves as chair of Accident Review Committee and coordinates campus wellness events.
The Associate Director leads the overall management of employee on-boarding process including pre-employment requirements, benefits information systems and oversees the processing of benefit-related personnel actions, payroll actions as well as the State information system (PMIS). S/He is responsible for the preparation of various reports and the maintenance of essential electronic and paper files and records. S/He is the lead to comply with the Affordable Care Act (ACA) enrollment and reporting requirements. The Associate Director has fiduciary responsibility with regard to mandatory pension and voluntary savings plans, payroll administration and compliance.
Benefits Administration & Compliance
Responsible for the interpretation and implementation of Federal and State laws and regulations that impact upon employee benefits programs. Keeps up to date on new programs or changes to existing programs and ensures appropriate procedures are implemented.
Responsible for recordkeeping requirements and Fiduciary responsibility in regard to mandatory pension plans and supplemental retirement annuities. S/He authorizes hardship withdrawals and loans. Ensure annual maximum contributions are not exceeded when employee maintains multiple providers. Authorize withdrawals of 401a, and 403b contributions due to retirement, separation of service/death. Plan compliance with regard to written plan communication such as universal availability and plan documents.
Supervises the activities related to benefits enrollments, status changes, terminations and reporting as required by the Division of Pensions and Benefits.
Supervises the administration of disability insurance, unemployment insurance, family leave insurance, deferred compensation, prior service buy-backs, retirement and withdrawal certifications, tax shelters, and salary reduction agreements.
Benefits Delivery & Communication
Directs/leads workshops and informative seminars on benefits and related topics, including pension, health benefits, social security, Medicare, retirement, financial planning, wellness. Prepares and writes informative materials for distribution to the College community and updates Benefits webpage.
Leads open enrollment delivery, communicating plan changes, and benefits orientations.
Counsel employees on all matters related to benefits including health insurance, pension, and life insurance benefits. Investigates problems and independently seeks solutions. Counsels employees in all matters relating to pre-retirement planning and retirement procedures.
Assists employees in applying for disability retirement, long-term disability or regular retirement.
State Health Benefits/Pension/Retirement
Oversees production of PERS Quarterly and ABP monthly pension reports with accompanying system work in coordination with Business Services.
Oversees creation and maintenance of benefit deduction codes in Banner.
Time & Attendance
Oversees application of the College's attendance reporting policy. Monitors the attendance reporting function for all College departments, ensuring accurate entitlements and tracking of time earned and time taken in accordance with union contracts, New Jersey Administrative Code, and College Board policy. Oversees web time procedures and time reporting. Coordinates with Benefits Specialist for leave of absence status of employees.
Absence & Leave Management
Counsels employees in all matters related to leaves of absence, paid and unpaid, including medical, personal, Long Term Disability, among others. Serves as liaison with appropriate agencies, employee and supervisor.
Coordinates with AVP of Human Resources & Benefits Administration to improve College attendance and reducing absenteeism.
Works with AVP of Human Resources, Associate Director of Human Resources, Assistant Director of Employee Relations, and General Counsel (among others) on disciplinary matters. Interprets applicable laws such as FMLA, ADA, and Workers’ Compensation statutes and makes recommendations regarding courses of action and timelines.
Gathers information as requested for settlement agreements and implements terms of settlement agreements when finalized.
Supervises the Worker Compensation program, including maintaining up-to-date information on the status of Worker Compensation cases and determining impact of cases on the employee’s pension and benefits eligibility.
Updates General Counsel regarding the status of pending Workers’ Compensation lawsuits via communication with the Bureau of Risk Management.
Confers with the AVP of Human Resources regarding continued employment of employees released from medical treatment with permanent restrictions following work-related accidents. Provides leadership to supervisors to determine essential functions of employee’s job, reasonable accommodations, and strategies for use of fitness for duty exams.
Banner & Benefits Software
Leads the overall management of Benefits-related Banner functionality, as well as the evaluation/selection of other Benefits software to insure delivery of high-quality benefits services.
Serves as the Benefits lead on the Position Management Team (comprised of Budget, Benefits, Payroll, and Position Control personnel) and insures Benefits processes included in calendar year, academic year (10- month), and fiscal year Position Management Team processes are completed.
The Associate Director of Payroll and Benefits oversees the compilation, coordination, processing and reconciliation of the Regular and Student payrolls. Ensures the administration of applicable federal and state payroll tax regulations that affect compliance activities. Manages tax updates and other related regulations that require system modifications. Directs the preparation of payment processing for Faculty, Staff and Student employees using Banner HRIS system and Web Time entry interface. Leads over the overtime processes for all regularly budgeted employees in an accurate and timely manner. Provides leadership for responses to faculty, staff and student inquiries regarding payroll related questions. Leads the overall management of Payroll-related Banner functionality.
Data Integrity & Confidentiality
Has the overall responsibility for the timely entry, updating, and data integrity for all activities of the Benefits & Payroll Office.
Updates system information and performs other system work as necessary in conjunction with the Benefits Specialist and the Payroll Supervisor.
Chairs Accident Review Committee. Coordinates with the Director and the Director of Environmental Health and Safety in analyzing pattern of on-the-job injuries and identifying problem areas in terms of safety and training needs.
Supervises: Administrative Analyst 4, Professional Services Specialist 2, and Professional Services Specialist 3
Other duties as assigned.

Preferred Education and Certifications
Certified Payroll Professional (CPP) certification is preferred.
Certified Employee Benefits Specialist (CEBS) certification is preferred.

Minimum 4 years of professional experience in benefits/human resources and/or payroll is required. 5 years preferred.
At least 2 years in the Ellucian Banner environment highly preferred.
Must be able to work with diverse populations and possess a strong customer service orientation. Excellent verbal, written, organizational and interpersonal skills a must. Strong computer skills required with a willingness to learn and apply new technologies to the operating needs of the Unit.
Must be able to prepare clear, technically sound, accurate, and informative correspondence. Must be able to generate reports with thoughtful findings, conclusions, and recommendations. Strong project management and execution skills required. Candidates must be detail oriented and able to meet tight deadlines.
Required to comprehend, analyze, interpret, and apply established law, regulations, procedures, precedents, and guidelines. Demonstrated ability to organize assigned work, analyze problems, and develop appropriate work methods.
Ability to develop and conduct training, workshops for the campus community. Training or presentation experience preferred.
Candidates must have strong working knowledge of human resources information systems. Microsoft Office, including Word, Excel, Power Point and Access. Payroll, budget, and position control experience, preferred.
