Senior Director of East Campus Operations - 2101154
The Senior Director of East Campus Operations supports Stony Brook Medicine's strategic mission by developing and overseeing facilities projects, both renovation and expansion projections. This position reports directly to the Associate Director of Facilities and is responsible for overseeing the day to day operations of the project management office, facilities stores, code compliance and construction departments for East Campus Services. This includes managing and coordinating the activities of projects within specific timeframes, developing and adhering to budgets and ensuring that goals and objectives of each project are accomplished within specified timeframes and funding parameters.
Duties of a Senior Director of East Campus Operations may include the following but are not limited to:
Provides oversight and supervision to support the daily operations of the East Campus Facilities Department in the daily operations of major capital construction projects and renovation projects. This includes the project management office, code compliance office, business office and hospital construction.
Collaborates with hospital's senior leadership, State University Construction Fund, Hospital Administrators, Hospital Architectural Services, Hospital Planning and various department heads within Stony Brook Medicine's community to ensure objectives are being met and ensure adequate and timely funding of approved projects.
Reviews project goals, quality of work, project schedules and associated project costs to achieve completion of the project within schedule and budget allocations.
Oversees time and attendance records for state employees and SFE outside contracted labor staff. This also includes monitoring and approving overtime reports.
Oversees HR functions for state employees including recruitments, participating in search committees, developing appointments, preparing employee evaluations and performance programs within the guidelines of union and hospital policies and procedures.
Oversees the management of in-house construction staff as well as SFE labor personnel.
Proactive assessments of future needs and solutions as they arise. This also includes overseeing staff development by researching and scheduling pertinent educational and professional development sessions.
Monitors adherence to standards, policies and quality management. This includes ensuring proper documentation, justifications and approvals are processed in accordance with the department's policies and procedures. This is essential in situations that have a change in scope, scope creep or user requests being initiated during design or while under construction.
Supervises the daily activities and overall progress of code compliance, enforcement, staffing, daily inspections, drawings review, and code interpretation.
Manages and oversees the Certificate of Need process which includes ensuring CON assessments are completed on time for new project requests, developing construction timeline for start and end of construction, working with Hospital Architectural Services to ensure paperwork is documented/submitted and coordination of CON site visits. This role may be responsible for participating in CON site visits and developing corrective action plans for any plans of corrections identified at the site visit. Collaboration with code compliance and project management to ensure that all plan of corrections have been addressed and implemented in a timely manner.
Ensures that construction schedules are developed and maintained as required.
Reviews and approves procurement paperwork, funding requests, change orders, requests for proposals, and requests for qualifications as required.
Reviews outside contractor invoices for payments requisitions for projects as per the construction/design contract and schedule of values.
Ensures that all, Life Safety inspections are completed for DOH and Joint Commission and OMH requirements and CMS documentation is reviewed and in compliance.
Monitors and ensures appropriate documentation are uploaded and maintained in all files and project mates. This may include but not limited to construction drawings, project schedule, procurement paperwork, requests for proposals, vendor payments, requests for information, submittals, change in scope forms, funding requests, etc.
Provides a monthly activities report of projects to the Associate Director. Schedules and conducts various department meetings, such as weekly construction meetings, ICRA meetings, and department head meetings. Schedules project and finance meetings as needed.
Collaborates with all stakeholders to keep apprised of the hospital's project priorities and initiatives.
Oversees all phases of construction activities including but not limited to the division's workforce, materials and equipment purchases. Ensures that construction specifications are being followed as per the project scope i.e. building requirements of the JCAHO, NYS Department of Health and state and local regulatory requirements.
Ensures that as-built and red-line documents are provided to Architectural Services for timely uploading into the ATG database.
May be called upon for other duties as assigned.
Evidence of academic success Bachelor's Degree in engineering or construction management or equivalent with at least 5 years' experience in coordinating new construction, renovations, and alterations in a healthcare environment. In lieu of a degree, 10 years direct experience in managing new construction, renovations, alterations, in a large healthcare facility setting.
Must have the ability to manage and track all Joint Commission, CMS, OMH, inspections and to ensure follow up on regulatory compliance, maintenance requests, new construction/renovation projects requests.
The candidate must possess practical hands on experience in the fields of Infection Control, Fire Safety, NFPA, Joint Commission, OSHA and NYS DOH regulations, as well as codes and regulations governing health care facilities.
Knowledge of facilities planning and construction management processes and procedures including construction materials and latest methods for new construction as well as renovations and alterations to meet best practices and ensure quality assurance.
Knowledge of estimating, budgeting, and scheduling practices, including escalation factors and market trends.
Must be well versed in new construction, renovations and alterations.
Must possess excellent and effective communication skills, both verbal and written. Ability to communicate with different audiences, including high level leadership, design firms, construction vendors and cross level stakeholders.
Knowledge of building codes and standards of practice.
Skills in reading and interpreting plans and specifications and to compare them with construction progress.
Must be able to work independently with minimal supervision.
Experience in planning, coordinating, administering, and exercising strategic and overall operational controls.
Must be a dedicated, reliable and flexible to work evening and weekends
Computer literate and experience with spreadsheet and project management programs are essential.
