DESCRIPTIONUC San Diego Health is seeking a Value Based Care Analytics Manager responsible for developing and implementing an enterprise value based care analytics strategy aligning application and information assets with business and technology strategies. The Value Based Care Analytics Manager will develop the analytics development framework harmonizing disparate data sources and populations to deliver actionable insights to our population health, digital health, network management, finance, and physician network departments. The Value Based Care Analytics Manager will oversee a team of mostly senior analytics developers as part of a highly cohesive, dynamic, cross-functional, and multi-disciplinary team to achieve these objectives. The Value Based Care Analytics Manager reports to the Director of Value Based Care Applications & Analytics in the Information Services department and will closely collaborate with multiple executives and senior leadership teams on a daily basis. Organizational Context UC San Diego Health's Value Based Care programs aim to advance the Quadruple Aim- the simultaneous improvement of patient outcomes, patient experience, provider experience, and reduction of cost of care. Insightful and timely analytics directly drives clinical and operational population health efforts to achieve all four outcomes in a program scalable in the community across county lines. Familiarity with health plan delegated risk, full risk, ACO contracts, clinically integrated affiliate networks, and statistical and financial analysis is strongly preferred. Technical Skills The Value Based Care Analytics Manager leads the development and deployment of all value based care analytics products. Strong candidates will have mastery of Epic Cogito products (Caboodle, Clarity, Radar, Reporting Workbench, Slicer Dicer, DataLink), Structured Query Language (SQL), and visualization tools like Tableau or Business Objects. Familiarity with data models including enrollment, benefits, vendor contracts, provider network, patient access, utilization management (including AR and AP claims), and other dimensions of population health data is strongly preferred. Product Management Following the development of the value based care analytics strategy, the Value Based Care Analytics Manager functions as the technical product manager continuously evolving the analytics product portfolio. The Value Based Care Analytics Manager leads teams in the designs and specifications of reporting tables and schema and business analytics/intelligence visualizations and reports. Roadmaps will be developed in conjunction with senior leadership, operational stakeholders, and vendor advisors to ensure the designs, specifications, and products can meet current business and clinical requirements and scale across multiple dimensions for future needs. Specific duties include but are not limited to facilitating strategic planning sessions, conducting product related research, developing product requirements and specifications, producing development approaches and timelines, coordinating the integration of products into the larger enterprise product portfolio, assessing third party products/vendor solutions, communication plans, training plans, writing recommendations to senior leadership, and creating maintenance/upgrade plans. Project Management The Value Based Care Analytics Manager functions as the lead technical project manager responsible for their team's analytics project plans in conjunction with other project managers such as senior analysts or operational project managers to ensure timely delivery of analytics projects. Specific duties include but are not limited to developing and maintaining project plans, directing work to other analysts, creating status reports, facilitating decisions, identifying and mitigating risks, collecting and interpreting data from various sources, presenting measure and program results to clinical and operations executives, and managing evolving technical requirements. People Management The Value Based Care Analytics Manager is responsible for the performance management and development process to foster a collaborative and high performing team. This includes, but is not limited to, creating and sustaining a workplace culture, which aligns with the mission, vision, guiding principles, and values for UC San Diego Health and leading process improvement efforts.
