Department Description
The UC Davis academic organization includes eight schools and colleges with faculty located on the main campus, at UC Davis Health, and other off-site locations. Academic appointments also exist in the Library, University Extension and various organized research units. The Office of the Vice Provost Academic Affairs has oversight of over $4 million from a variety of funding sources.
Work in collaboration with high level administrators, such as the Chancellor, Provost and Deans, as well as external high level agencies, such as the Department of Fair Employment and Housing (DFEH), and Office of Federal Contract Compliance Programs (FCCP).
Job Summary
Under general direction of the Vice Provost, Academic Affairs, this position provides senior leadership to the Vice Provost (VP), the Assistant Vice Provost (AVP), faculty, deans, department chairs, and other senior administrators on employment law issues in the context of academic employment and policy matters, and in the area of labor relations and collective bargaining with respect to academic appointees.
Oversee the campus response to allegations of misconduct that academic appointees have engaged in, including discrimination, sexual violence/sexual assault, and violations of the Faculty Code of Conduct. Consult on investigations and responses to charges filed by external state and federal agencies. Oversee the hearing process. Provide consultative direction and advice to deans and department chairs on potential serious policy violations.
Serve as the liaison to the Campus Counsel attorneys and others related to discipline and grievance cases. Prepare detailed reports and draft materials that support Chancellor's disciplinary decisions. Independently and on behalf of the VPAA, resolve grievances at Step I and II, and independently negotiate Step III resolutions with UCOP Labor Relations and bargaining units. Represent VPAA in arbitration of grievances filed pursuant to collective bargaining agreements.
Independently draft and prepare written analysis of fact finding and investigations in consultation with faculty investigators related to allegations of sexual harassment, discrimination, grievances and corrective action and allegations of violations of the Faculty Code of Conduct. Draft charges to be filed before the Committee on Privilege and Tenure (P&T) in faculty disciplinary cases.
Contribute to training, informational, and educational programs designed to increase the academic leadership's understanding and awareness of relevant laws, policies, and practices related to employment matters.

QUALIFICATIONS
Required:
Bachelor's degree or equivalent combination of education and experience in human resources or related field.
Experience in labor arbitration advocacy or related field or activity.
Working knowledge of labor and employment laws, including other public sector labor laws, National Labor Relations Act, Labor Code, Fair Labor Standards Act, etc.
Experience conducting personnel related investigations, either in public or private sector.
Experience in supervision/leadership to assign and direct work, evaluate and reward performance for career staff employees.
Experience writing clear, concise, analytical, legally correct, accurate and persuasive briefs; appeals, motions, settlement agreements, and management positions.
Experience interacting and communicating effectively and professionally with a diverse administration, staff, visitors and volunteers using tact, diplomacy, and good judgment during all interactions in the performance of a wide variety of programs and support functions.
Experience overseeing the development, implementation and interpretation of policies related to employment issues including actions involving corrective action and dismissal, grievances, complaints, conflict management, and layoff.
Experience developing implementation procedures, and overseeing campus reviews and revisions, and providing consultative advice to academic or other organization leaders and managers.
Experience with UC guidelines and policies regarding allegations of sexual harassment as they pertain to faculty.
Preferred:
J.D. degree.
Experience working in employment law including practicing law in a trial setting or representing clients at administrative hearings, and identifying best practice management models.
Experience managing term appointment issues including corrective action and related grievances in accordance with existing policies, procedures and memos of understanding.
Project management experience to take complex, high impact projects from conception to fruition.
Skills to develop and provide training, informational, and educational programs.
Familiarity or experience with UC policy related to conflict of commitment and outside professional activities as it pertains to faculty.
