Key Roles This position is responsible for installing, testing, repairing, and maintaining system metering and metering components to ensure an accurate account of the Cooperative’s power transactions and unit generation. In addition, this position is responsible for installing, testing, repairing, and maintaining supervisory control and data acquisition (SCADA) equipment to ensure accurate telemetry of EKPC’s transmission and generation assets. Key Responsibilities Measurement & Control Technician - Installs, tests, programs, monitors, troubleshoots, and repairs the following, in compliance with all applicable requirements:
- metering throughout the EKPC system including generation, transmission, member cooperatives, load research, and customer sites;
- remote terminal units (RTU) and any other intelligent electronic devices (IED) used for Supervisory Control and Data Acquisition (SCADA) including the Energy Control System and member cooperative distribution SCADA systems;
- all communication mediums between RTUs, IEDs, protective relays, DSUs, radios, DACS, cellular modems, and other network devices including wireless, fiber optic, and copper paths.
- Prepares reports and keeps records using company provided applications.
Measurement & Control Technician Level 1 - Successfully completes and passes the Level 1 skill based progression test.
- Learns and performs programming and maintenance of RTUs as directed.
- Builds meter and transducer panels as directed.
- Performs accuracy tests on revenue and load research meters.
- Maintains test records and updates the meter test database.
- Installs wiring and cabling through conduit, cable trench, cable tray, etc. as required.
- Assists contractor with installation of conduit or cable when necessary.
- Becomes familiar with all EKPC substations and metering sites.
- Sets up return authorizations with manufacturer to return defective equipment.
- Installs meters and other metering devices.
- Assists with RTU point-to-point checks.
- Installs transducers and transducer circuits.
- Assists with emergency outages.
- Monitors RTUs, meters, and other devices remotely for problems.
- Assists System Operators and Cooperatives with SCADA related issues as needed.
- Performs other duties as assigned.
Measurement & Control Technician Level 2 - Successfully completes and passes Level 2 skill based progression test.
- Coordinates with appropriate individuals to resolve communication problems.
- Performs routine operational checks of field equipment.
- Troubleshoots and corrects problems with SCADA system and intelligent electronic device (IED) communications.
- Troubleshoots RTUs, meters, and other IEDs to identify and correct problems.
- Configures RTUs, meters, and other IEDs.
- Provides protocol-specific RTU point map to Control Center Applications and Technology (CCAT) staff.
- Bypasses instrument transformers using hot sticks (high voltage).
- Tests, installs, and maintains electricity meters, transducers, RTUs, and associated peripherals.
- Monitors and prioritizes the equipment trouble databases and schedules repairs.
- Performs other duties as assigned.
Measurement & Control Technician Level 3 - Successfully completes and passes Level 3 skill based progression test.
- Installs, configures, and wires new communication channels to SCADA system front-end processor.
- Provides support for the Control Center mapboard including installation of new LED’s, BCD displays, controller modifications, and troubleshooting.
- Monitors condition of repairs, and maintains primary and backup EMS uninterruptable power supply systems.
- Develops RTU, metering, and IED configurations.
- Troubleshoots RTUs using protocol analyzer.
- Programs and installs communications devices as needed including cellular, fiber optic, or landlines.
- Creates, updates, maintains, and verifies documentation, such as wiring diagrams and panel layouts.
- Provides SCADA hardware and software support to Member Cooperatives as directed.
- Maintains a good working knowledge of MV90xi meter translation system and any other related software.
- Assists in the remote interrogation of meters, makes decisions on data quality, and how to retrieve data from meters that do not respond to remote interrogation.
- Coordinates inter-tie testing schedules with interconnected neighboring utilities within their assigned territories.
- Ensures equipment problems are addressed in a timely fashion and assists with repairs based on department priority, as directed.
