Summary: Implements and manages an organization-wide systems and software policy. Develops a process for purchasing software or technology to include leading the requirements gathering effort for those purchases. Manages all maintenance and license information for software or technology. Serves as the point-of-contact for all software and technology acquisitions to increase utilization, centralization, and coordination throughout the organization.
Assists with system-wide change at a planning and implementation level analyzing technology and business needs.
Manages and expands usage and adoption of electronic records management system.
Directs implementation and execution of upgraded systems via well-defined plans. Understands, respects, and assists departments with program-specific applications while ensuring integration with agency systems.
Partners with leadership in the planning, development, implementation, and on-going maintenance of software systems. Applies project management and business analysis best practices to ensure that all business requirements are met, including unique department needs. Ensures that projects are completed on time, in scope, and within budget.
Develops, implements, and trains staff on information technology policies. Establishes technical priorities, standards, and procedures.
Learns and understands the specific functions and requirements of each department and their respective software/technology needs.
Supports integration of systems across the organization.
Collects information from staff about systems’ performance.
Helps resolve and debug IT systems and to support error-free functionality and end-user satisfaction.
Be available to provide technical support via telephone and email for internal end users.
Bachelor’s degree in Information Technology required; Master’s degree preferred
5 years of related experience required.
Knowledge of rapidly evolving trends, current and emerging technologies/services, and a passion for staying current in the field.
Practical experience in disciplines of digital product management, DevOps, enterprise architecture and organizational change management.
Must be able to work in a fast-paced environment with demonstrated ability to coordinate multiple competing tasks and demands.
Strong vendor management and partner relation skills to identify and leverage resources internal and external to the enterprise. Must be able to interact with individuals at all levels of the organization.
