DESCRIPTIONReporting to the Transportation Services (TS) Director, the General Manager, Triton Transit, & Associate Director of Transportation will provide leadership and direction to major department operations on the University Campus, Hillcrest and La Jolla Medical Centers, as well as Moore's Cancer Center facilities. These department operational units include Triton Transit (Shuttles), Triton Mobility (ADA Operations), Commute Options (TDM Programs), and Studies & Surveys (space management and customer analytics). Provide senior level financial management and budget planning to plan, direct and control a $15 Million operating budget, as well as support the TS Director in the planning, development and control of TS total annual budget of $30 million. Work closely with the TS Director and Senior Leadership Team to facilitate the resolution of budgetary, administrative, contractual, legal and public relations problems with unique or one-time projects or requests. Provide focused and well managed oversight and communication of various projects and programs. Develop short and long range plans for TS program and infrastructure needs. Provide high level analytical and problem solving skills. The incumbent will have full authority to decide and act on operational programs, policies and long-range planning issues, and has signature authority for personnel and budget actions in the assigned functions. Determine immediate and long term strategic and technical requirements for all cash and business systems deployed in TS. Manage TS customer communications plan including oversight of management responses to customer service complaints. Correct operational problems in a timely manner. Forecast and plan programs and services impacting over $100 Million in transportation infrastructure decisions. Manage and develop complex space utilization models designed to maximize parking utilization while balancing the diverse needs of the customer base. Negotiate and/or approve terms and conditions of contract agreements with new and existing vendors and consultants. Establish and maintain expertise and information on alternative forms and technologies of transportation and parking programs, including their economics. - A cover letter is required for a complete application packet.
QUALIFICATIONSBA/BS Degree in business administration, public administration, urban planning or related field and progressive management and supervisory experience; or an equivalent combination of education and/or experience. In-depth knowledge of parking, transportation, and fleet management operations, as well as related policy and regulatory compliance requirements from governmental agencies. Advanced knowledge of parking and transportation industry best practices to ensure most efficient and effective use of resources and sustainability efforts. Advanced knowledge of transportation demand management programs, long range planning, and environmental impact analysis. Prior experience overseeing the planning and development of Transit and/or Transportation Demand Management programs. Progressive management experience in planning, organizing and directing a diverse workforce involved in parking and/or facilities management. Experience in, but not limited to, parking operations, financial and labor management, customer service, employee training and development, facility/space planning, audit and control and long term strategic planning and implementation. Proven experience in strategic planning, project management, supervision of professional and support staff, resource development, allocation and management. Experience working in a union environment. Strong knowledge of HR policies and procedures. Strategic leadership and interpersonal skills to work effectively, across all organization levels, internally and externally. Must possess strong leadership skills, human resource management experience, strong interpersonal relations skills and excellent written and verbal communications skills. Advanced ability to carry out complex business plans subject to multi-stakeholder perspectives. Experience developing short and long range plans for transportation and parking infrastructure needs. Strong budget management experience with senior level financial management and budget planning experience to plan, direct and control a $15 Million operating budget and to effectively analyze and communicate financial performance.
