Key Roles Engineer II To provide engineering services and support to assigned group. Works under limited direction of more senior individuals in work group. Willingly accepts range of assignments, subject to checks and verification by more expert team members. This specific position will focus heavily on landfill program management as the program transitions to the future. This program is critical and this engineer will help to ensure a structured implementation. This position will eventually serve as the subject matter expert. Engineer III To provide engineering services and support to assigned group. Demonstrates proficiency of technical expertise in work group area, and developing skills/familiarity in related technical areas. Ability to work independently on most assignments. Willingly accepts range of assignments, subject to limited checks and verification by more expert team members. This specific position will focus heavily on landfill program management as the program transitions to the future. This program is critical and this engineer will help to ensure a structured implementation. This position will serve as the subject matter expert. Key Responsibilities Engineer II All Specialties • Under limited supervision, develops reports and work plans which recommend action considering short and long-range objectives, economic and budget considerations, etc. • Under limited supervision, develops and coordinates individual project work plans and manages through completion taking needed corrective action. Informs supervisor and manager of any major developments or changes in direction of the project. • Collaborates on the preparation of work plans and monitors actual progress of applicable portions, taking any corrective action required. • Completes status report for all work assignments and keeps management informed on progress. • May provide work direction to other staff/contractors on projects as assigned. • Trains and develops less experienced engineers. • Manages multiples assignments with minimal assistance. • Completes preparation of estimates (cost, work order, schedules). • Analyzes data and makes recommendations and/or decisions. • Maintains technical records (e.g. drawings, files, databases). • Aware of all relevant procedures, specifications, and applicable codes, regulations, compliance rules, and standards (e.g. RUS). • Collaborates with other team members and supervisors in carrying out assignments. • Gains understanding of how decision making and work product impacts other systems, operations, and processes. • Under limited guidance, provides engineering assistance for Member Cooperatives. • Assists with the creation of corporate standards and specification related to respective expertise. • Demonstrates working knowledge of sound engineering practices and standards. • Demonstrates ongoing technical expertise and awareness of job related field, and continues to remain current on the industry. • Performs all work in a safe and timely manner. Production – E&C • Under limited supervision, analyzes test data, operating data, and plant practices. • Under limited supervision, designs plant improvements in accordance with prudent engineering practices. • Under limited supervision, prepares equipment and construction specifications, evaluates bids, and recommends bidders. • Under limited supervision, coordinates contractors or staff on project-related work; verifies completed work and recommends final acceptance of the project. • Under limited supervision, monitors project during construction start-up and recommends modifications necessary to support project success. • Under limited supervision, analyzes, develops, and reviews performance of engineering functions of plant betterment activities. Inspects plant modifications, reviews actual work accomplished compared to the plan. • Under limited supervision, completes planning, testing, collecting, and evaluating of data on plant performance. • Under limited supervision, accumulates, analyzes, and prepares reports concerning industry operations, laws, and regulations. • Maintains drawings and files generated or modified by O&M and capital project implementation. • Performs other duties as assigned. • Landfill Duties and Project Management duties listed under Engineer III also applies. Landfill Duties (list is not all inclusive) • Support of landfill operations contract at Spurlock Station which includes oversight, interpretation, technical and commercial compliance. • Site inspection and daily operations which may include review of compaction tests, storm water plan, check dams and monitoring of haul road. • Develop contracts, manage inquiries, handle negotiations and logistics, and oversees construction of new landfill cells. Project Management • Experience with the successful execution of civil projects. • Success developing partnerships both internal and external to execute projects. • A basic understanding of critical path management for project scheduling. |
