Project Planning and Controls - 91699 Organization: EG-Engineering Lawrance Berkeley National Laboratory’s (https://www.lbl.gov/) Engineering Division (https://engineering.lbl.gov/) has an immediate opening for a Project Planning and Controls to support the scientific projects across LBNL. You will be reporting to the Department Head in the Project Planning and Controls Department, work independently to provide substantial and highly skilled project planning and controls capability and professional project management concepts to Project Directors (PD’s), Project Managers (PM’s) and Principle Investigators (PI’s) in the Project & Infrastructure Modernization Division for large and complex projects with moderate to high risk. Apply a broad range of project management and controls practices as applicable during the life cycle of projects from conception to closeout [e.g. DOE Order 413.3b (Program and Project Management for the Acquisition of Capital Assets; DOE Guide 413.3-10 (Earned Value Management System), the Project Management Body of Knowledge (PMBOK/Project Management Institute); as well as other LBNL policies and procedures as appropriate]. Identify and apply specialized project management and controls procedures needed to advance the project through the DOE Critical Decision (CD) process. Represent project planning and controls to Independent Project Review (IPR) panels sponsored by the DOE/OECM or other external or internal entities. Specific Responsibilities: • Responsible for the planning and controls functions of large and highly complex projects. • Lead and supervise a functional unit of project controls professionals • Manage more than one project. Determine the tools and approaches used to address planning and controls requirements for the unit. • Oversees client projects assigned to the unit. Interfaces with DOE HQ and BSO on project planning and controls issues and requests. • Collaborates with LBNL PMO to establish institutional standards, systems descriptions, software applications, protocols, and practices. • Selects software, methods, techniques, and evaluation criteria for obtaining results - identifies and disseminates best practices throughout the project controls unit. • Works on complex and sometimes unique issues where analysis of situations or data requires an in-depth evaluation of variable factors. • Exercises independent judgment in selecting methods, techniques, and evaluation criteria for obtaining results. • Creates or participates in formal project management and controls networks and working groups. • May be called upon by sponsors or other organizations to provide advice and consultation. In consultation with PM, Pl, and/or division management, may interact with senior external and internal personnel. • Works with internal and external clients to anticipate future demand and secures the necessary resources to address project controls requirements. • Delegates assignments to subordinate personnel. • May select team members for internal or external advisory committees.
