Job Summary
The mission of Information and Technology is to create and support an information technology environment that enhances the ability of the UC Davis community to teach, do research and provide public service. In support of the University's mission, IT will deliver an infrastructure of technological services appropriate to the requirements of the campus community.
UC Davis Health Information Technology (UCDH IT) supports all missions and strategic goals of UC Davis Health to provide technology solutions for our faculty, staff, patients, and students in support of clinical care, research, education, and community engagement.
This position resides in the Enterprise Applications Department and reports to the Health Identity Supervisor. As an experienced IAM Programmer -Applications Programmer 3 in IT Enterprise Applications, this position is responsible for system analysis, design, development, administration, maintenance, and incident response to complex business and systems application programs. This position is responsible for research, design, writing, modifying, testing, debugging, troubleshooting, implementing, and providing on-going management of key IT initiatives primarily in support of identity, access, and authentication technologies and strategies. These technology solutions could include both vendor-supported as well as custom applications. The position may also work on IT projects associated with Financial, Administrative, Human Resources, Payroll, Supply Chain, and Compliance functions. Will interact with all levels of IT management and staff and will work with a high degree of independence and decision-making. The position will manage and develop application programming and testing aspects of projects working with cross-functional teams, consisting of both Health and Campus staff and subject matter experts throughout the delivery process. This includes all aspects of systems implementation from requirements gathering, analysis and design, configuration and test, through deployment, maintaining source code, and support of various systems. Has direct or related involvement in designing related databases, user interfaces, integration to other systems/applications, content, or multimedia processes. Work includes analysis and design to post-production processes, quality assurance, maintenance, documentation, and provides operational duties as necessary.

REQUIRED:
- BA/BS Degree in Computer Science or related field or equivalent experience.
- Programming experience Java and Java Enterprise technologies.
- Experience with XML processing and the use of web application frameworks such as Spring.
- Experience using relational databases such as MySQL, Oracle or Microsoft SQL Server.
- Experience using Java development environments such as the Eclipse IDE.
- Experience developing software to run on computer servers running Windows and Linux operating systems.
- Experience gathering information from multiple sources and analyzing applicability and appropriateness, and developing an efficient workflow
- and subsequent computerized process.
- System analysis and design knowledge needed to understand functional requirements and translate these functions as applicable to
- computerized processing.
- Experience with software specification, design, modification, implementation, and deployment of large-scale scope.
- Knowledge of secure software development.
- Experience with identification and use of code libraries and open-source forums.
- Experience with planning for deployment and creation of feedback mechanisms.
- Experience developing and executing complex test plans.
- Experience with large-scale databases.
- Working knowledge of project management tools.
- Working knowledge of total computer environment including hardware, operating system software, and application software.
- Experience producing high-quality deliverables and performing at a high level.
- Demonstrated ability to understand functional needs and how systems can support those needs.
- Experience developing conversion and system implementation plans.
- Knowledgeable of database concepts and Object-Oriented design.
- Experience with integrating new and existing applications.
PREFERRED:
- Experience in design and monitor technology-enabled organizational change.
- Experience building customer service-oriented relationships with cross-department managers, staff, and end-users.
- Strong object-oriented programming concepts.
- Experience using web application technologies such as HTML, JavaScript, and CSS to create web applications
- Experience implementing security for web applications
- Ability to work in a team environment using either Waterfall or Agile development practices and principles
- Experience managing and prioritizing project requirements.
- Experience translating user stories into technical requirements.
- Experience creating and maintaining support application development documentation
- Experience researching and evaluating emerging application development tools and technology.
- Experience working at an academic Campus, medical center, or other university setting and various external venues.
- Proficient in appropriate software (word processing, spreadsheets, visual presentation such as MS Project, Visio, etc.)
- Experience developing Web Services (SOAP and REST), using Web Service Definition Language (WSDL) for SOAP services.
- Experience using source code and build management tools such as GIT, Subversion, and Maven.
- Experience using Java application servers such as Glassfish and Tomcat.
- Experience using web application servers such as Apache.
- Experience with deploying applications using containerization technologies.
- Experience with DEVOPs CI/CD pipelines and Build/Release/Deploy software life cycles.
Special requirements / Certifications:
Must be able to work extra hours (nights and weekends) if important projects or developments are behind schedule or the correction of problems with operational systems considered critical.
Speak, hear and see well enough to perform system configuration changes and telephone consulting.
Must be available for 24x7x365 on-call rotation.
