THIS IS NOT AN H1- B OPPORTUNITY Responsibilities The Director, IT Project and Portfolio Office, is responsible for leading the portfolio and project management practices to provide clear visibility to the true state of the IT Division's prioritized commitments. Incumbent will establish policies and standard processes for projects within IT to ensure that programs and projects meet organization goals and requirements. The Director will work with UCDH leadership, as well as IT management and staff to coordinate the delivery of IT projects in order to achieve UCDH goals and objectives. The three main components of this role are: 1. IT Planning, Strategy and Governance
- Develop and maintain the IT strategy centered on and aligned to the UCDH strategy
- Establish and Maintain IT Portfolio Governance processes
- Create business value metrics to measure success of the IT portfolio as a whole, and clearly articulate value IT brings to the organization.
2. IT Project Portfolio and Resource Management
- Oversee the IT project portfolio, including:
- Planning, strategy, and governance of IT projects.
- Portfolio and resource management, balancing capacity/demand.
- Work with Portfolio Leads on strategic planning/alignment, and reporting/communication of portfolio status, and the development, monitoring and control of resource management processes for non-project work and resources.
- Manage the use of PMO tools, or modules of tools supporting PMO functions including: maintenance, enhancements, support and training.
- Develop project reporting standards and deliverables for all IT projects, collect status and metrics that measure the productivity of IT processes and resources, and publish regular executive level reporting with updates on all major IT activities.
3. IT Internal Projects and Process Improvement Initiatives
- Manage and/or provide project PM resources for internal IT projects
- Lead IT improvement initiatives
Required Qualifications
- Bachelor's degree or equivalent combination of education and experience.
- Project Management Professional (PMP) certification.
- Proven expertise in process improvement methodologies, including: Lean Six Sigma, Process Mapping, and/or Value Stream Mapping.
- Advanced communication (written and verbal), organization, and management skills
- Proven ability to lead and/or manage program managers, project managers, and business analysts directly and indirectly.
- Mastery of best practices in project management discipline required, including extensive understanding of multiple project management methodologies (e.g. SDLC, Agile, Waterfall, etc.).
- Ability to establish priorities, goals / objectives and timelines.
- Possess strong strategy development and planning skills.
- Demonstrated ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within and outside the unit. Works in a collaborative manner to achieve results.
- Has an understanding of how programs relate to other business strategies and initiatives. Strong knowledge and understanding of service delivery and business relationship management principles.
- Experienced in leading change management activities and managing their impact across multiple units or departments.
- Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups with potentially varied levels of technical sophistication.
Preferred Qualifications
- Advanced degree in business administration, information technology, information systems, project management, or similar field preferred.
- Extensive or advanced knowledge of IT Applications and Infrastructure sufficient for strategic planning, technology assessment and direction.
- Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
