The Human Resources position is responsible for aligning business objectives with employees and management. The position serves as a consultant to management on human resource-related issues and as an employee champion and change agent. The role assesses and anticipates HR-related needs. The incumbent provides first-line professional level and strategic HR support to administration including, but not limited to, employment, employee relations, coaching/counseling, workforce planning, workforce risk analysis, succession planning and training on HR programs. Acts as a consultant in the areas of behavior modification, conflict resolution, position profile development, and pay administration. Ensures compliance with all legal and corporate guidelines, policies, and procedures. This Position reports directly to the Chief Executive Officer.
Incumbent is relied upon as a standard-bearer and champion of policy and process adherence for the health system. Accountability, honesty, and trustworthiness are key attributes for individuals in this role.
Serve as a consultant and strategic resource to leadership in the following areas: behavior modification, conflict resolution, workforce and succession planning, workforce risk analysis, organizational development, harassment/discrimination, pay administration and disciplinary issues. Assist in workforce investigations. Recommend solutions concerning HR issues.
Direct the recruiting process for open positions by coordinating recruitment activities with administration and departments. Coordinate and participate on interview teams, conduct new employee orientations, and serve as a resource to new employees with periodic follow-up.
Coordinate job offers and associated processing for new hires, transfers and terminations, including exit interviews. Assist with ACA reporting requirements and utilize statistical information to develop recruiting sources. Maintain expertise for staffing within the health system.
Assist with Worker's Compensation, Return-to-Work and Long-Term Disability (LTD) cases. Identify situations of concern and coordinate resolution. Act as an Employee Assistance Program (EAP) contact person and provide support in crisis situations.
Serve as an expert regarding HR guidelines and regulations. Provide training on HR programs such as performance management, FMLA, sexual harassment prevention, and Equal Employment Opportunity (EEO) compliance.
Provide coaching, serve as a resource to supervisors, and provide training to all new supervisors.
Proactively provide information on Human Resources related topics to leadership teams. Provide facilitation for departments for activities such as conflict resolution, goal setting or survey follow-up.
Active member of the executive team administering HR policies and procedures.
Lead and participate in special projects as needed. Make recommendations to Human Resources Management on how to improve processes throughout the health system relating to work responsibilities.
Education, Training and Experience: Bachelor's degree in human resources, business, or related field required, Master’s degree preferred.
Licenses and/or Certifications: Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Society for Human Resources Management - Certified Professional (SHRM-CP), Society for Human Resources Management - Senior Certified Professional (SHRM-SCP), or other HR related certification is desirable.
Knowledge of Human Resource functions, policies and procedures.
Knowledge of benefits management
Excellent PC knowledge, high technical aptitude and experience with payroll systems. Proficient in MS Office products.
Excellent written and verbal communication skills.
Ability to work effectively with various constituencies; excellent interpersonal skills with the ability to develop rapport with others.

About Harlan County Health System
The Harlan County Health System hospital is a 19-bed Critical Access Hospital providing emergency, outpatient, inpatient, specialty clinic and surgical services from a spacious, modern facility. The hospital is located in beautiful Alma, Nebraska, near Harlan County Lake, Nebraska’s second largest body of water.
Adjoining the hospital is Heartland Family Medicine, a professional medical clinic staffed by a physician and two physician assistants. Heartland provides day-to-day medical care for patients of all ages from throughout the area. Visiting specialists travel to the HCHS regularly to provide cardiology, urology, podiatry, ophthalmology, and orthotic services.
Services provided by HCHS include a 24-hour emergency room; radiology, including a CT scanner for detailed imaging of soft tissue; rehabilitation, including occupational, speech and physical therapy; an intensive care suite; a full laboratory; a state-of-the-art pharmacy; and a modern surgical suite. Emergency transportation, staffed by experienced emergency medical technicians, is provided by a licensed ambulance service. Emergency air transport to a Level II trauma center is also available.
Patient rooms are s...pacious, and almost all are private. Nursing is provided by a dedicated, professional nursing staff, and appetizing and nutritious meals are prepared onsite.
