POSITION SUMMARY Manage the day-to-day operations of the Small Business Development Center. Work with SBDC Faculty to develop center programs and services to meet the needs of small business owners in the Linn and Benton counties. Recruit and develop staff to deliver programs and services. Oversee marketing activities to promote center programs. Secure funding through grants or negotiations, manage grant contracts. Coordinate with and ensure compliance with Oregon SBDC network requirements. Help to recruit and manage the SBDC Advisory Board and the development and implementation of a strategic plan, which includes creating new revenue-generating opportunities for the SBDC. ESSENTIAL RESPONSIBILITIES 1. Plan, organize, staff, direct, and control the operations of the Small Business Development Center (SBDC). The duties listed below belong to one or more of the following five major categories: A. Administer SBDC Program 30% B. Create and generate new revenue 20% C. Coordinate/oversee small business services 20% C. Working with clients to deliver services 15% D. Participate in community partnerships 15% 2. Provide oversight and expertise in grants and program budget management. Maintain center records following the Oregon SBDC Network policies and procedures and applicable OMB circulars and prepare and submit periodic service reports, including regional economic impact information to funding partners. Prepare for and attend periodic audits with funding partners. 3. Serve as the primary contact between the SBDC and all the specialty OSBDCN programs, including Grow Oregon, Capital Access Team, International Trade, Small Business Innovation Research Assistance, Veterans, Technology Implementation Program, and other OSBDCN programs. Ensure that LBCC small business clients are referred to the appropriate programs. Ensure that business advisers, the program assistant, and Extended Learning staff are aware of these programs and referring appropriate small business clients to these programs. 4. Maintain communication with the Oregon SBDC Network. Attend quarterly statewide Oregon SBDC Network meetings and participate in monthly conference calls. Participate in statewide efforts such as the e-SBDC, the Technology Initiative, and any new efforts. Assist the State Director in the development of statewide private and public sector initiatives to increase and improve services to the small business community. 5. Research and assess the changing needs of local small business owners. Identify new Small Business Development Center services that need to be developed and identify existing services that should be modified or eliminated. Initiate contacts and/or respond to inquiries about business advising and/or small business workshops and seminars available at the SBDC. Ensure that services offered meet the needs of clients while also satisfying the metrics for each of the primary funding sources for the SBDC. 6. Maintain knowledge about and research on SBDC’s across the Nation and State to assess trends in creating new opportunities, which can drive revenue into the SBDC to ensure sustainability. 7. Responsible for creating a 3-year vision, including a detailed strategic plan that addresses both qualitative and quantitate outputs and outcomes, which connect to the College Mission, Extended Learning Vision, Mission, and Goals, and the SBDC Mission. Coordinate, develop, and execute on 90-day priorities designed to fill classes, generate growth, and sustain the program. 8. Coordinate advising activities of part-time Business Advisors. Guide Program Assistant in matching each client with the appropriate Business Advisor and managing the expenditure of the advising budget. Ensure that Business Advisors maintain well-documented client files in both written form and on the OSBDCN online reporting database (presently CenterIC). 9. Maintain relationships with the small business community, actively referring people to SBDC services, connecting advisors directly to business, and coordinating with other business-centric EL programs. 10. Maintain contact with other federal, state, and local small business service providers and lead or participate in joint programs when appropriate. Identify and apply for new sources of funding for small business development activities, including building partnerships between the College and other local or regional business service providers. 11. Maintain a qualified part-time Business Advisor pool. Recruit, interview, and make a hiring decisions. Guide the development of business advisors by coaching, resource sharing, and modeling excellent advising skills and conducting appraisals. 12. Maintain and grow personal advising skills by keeping an active roster of high end advising clients. 13. Develop and implement a strategic marketing plan for the Center. Market SBDC services through client contacts, networking efforts, and professional presentations to community organizations. Coordinate the promotion of SBDC services using e-mail, print, and social media venues. 14. Maintain an active network with local providers of business services such as economic development agencies, municipal and county government economic development efforts, financial institutions, and Oregon State University Technology Transfer and Entrepreneurship programs. 15. Work with the Extended Learning Director and team to ensure a work and learning environment for staff and students with disabilities, free of physical, programmatic, information, and attitudinal barriers. 16. Responsible for ensuring compliance with safety regulations, employee safety training, OSHA compliance, and emergency planning related to the area of control. 17. Participate in LBCC committees or projects as assigned. |
