The position of Accountability Analyst is responsible for managing all required data collection, analysis and submissions of federal and state mandated reports for teacher education licensure and other school professional programs (as assigned). The analyst leads data projects, provides technical expertise, initiates strategic direction for data collection, ensures accuracy of data in systems, audits faculty qualifications, completes analysis, and prepares final reports for the unit and/or licensure programs according to state standards in current Minnesota rules and statutes.
This position assures high quality and standardization of data collection and measurement methods required for collecting and reporting evidence of continuous improvement work for all programs reviewed by the Professional Educator Licensing and Standards Board (PELSB). The Accountability Analyst reports to the Director of the Office of Teacher Education.
Data Project Management and Analysis (40%)
Leads data collection, analysis and reporting across all teacher licensure programs at the University of Minnesota Twin Cities;
Manages collection, cleaning, and archiving data from TEMS, Qualtrics, Pearson (edTPA, MTLE, NES), Common Metrics Surveys, and other resources;
Continuous Improvement Planning: Unit Level
Supports unit level continuous improvement conversations with the director of OTE and others as assigned;
Analyzes data and prepares reports for specialized reporting for internal program review;
Assures program specific data analysis is complete and reports are available to the Continuous Improvement Coordinator, program faculty; and other OTE personnel with business use need, and
Works with program faculty, graduate students, and OTE colleagues to improve and align assessment tools and surveys;
Tracks policy changes on state-wide expectations for reporting and public use of data;
Serves as CEHD's Teacher Education Data Custodian (includes liaising with FERPA, OIT and IRB personnel to ensure compliance with policies and procedures);
Utilizes application software, standard statistical methods and data tools (e.g., SPSS, SAS, R, N-Vio, and MS Office) to track and analyze data from OTE licensure programs;
Conducts analysis, identifies correlations, triangulates data sources and writes reports;
Works closely with OTE Director and staff to build a data-driven decision making culture in teacher education and other professional programs.
Annual Mandated Reporting for all U of M Teacher Licensure Programs (20%)
Manages business processes, refines systems for data collection, and maintains relationships with CEHD, CFANS and CLA faculty and staff as well as external stakeholders to ensure that all external and internal reporting requirements are met for the following:
Federal Title II;
American Association for Colleges of Teacher Education (AACTE);
National accreditation (e.g. CACREP, CAPE and others as determined);
National reporting for US News and World Report;
Minnesota Professional Educator Licensing and Standards Board (PELSB) and state reporting requirements for the unit (EPPAS)
CEHD and Board of Regents internal review processes; and,
Other reports (as assigned).
Maintains current reports for Dean's senior management team, department chairs, directors, and program area lead faculty to assure unit compliance in the following areas:
Minnesota state statue and PELSB unit rules for teacher educator faculty qualifications;
Review potential hires and current faculty to assure compliance;
Collect all teacher education faculty, instructors and graduate assistants' CVs and other required information annually for PELSB; and
Update instructor of record reports, teacher education course report and other related reports annually for all teacher licensure programs.
Annually updates enrollment and completion reports for teacher licensure;
Prepare cohort/program data and reports as well as unit reports for continuous improvement coordinator to meet PERCA/RIPA requirements;
Strategic Planning and Decision Making (20%)
Oversees the ongoing development, implementation, and management of unit and program data collection requirements in the unit-wide teacher education management system (TEMS);
Manages strategic alliances and partnerships that serve the direction and help ensure compliance for CEHD;
Develops and implements strategic plans as follows:
analyzes survey data and identifies key areas for improvement for the unit/programs;
engages in internal planning on task groups (as assigned) relevant to teacher unit-wide continuous improvement projects and goals;
engages in state-wide stakeholder sessions and meetings with PELSB staff and MACTE colleagues to revise/map teacher educator standards, review assessments and identify other measures for reporting;
determines appropriate measurement methodologies and software for analysis of data and reporting specific to strategic goals and outcomes;
Ensures assessments meet college, university, state and national requirements and standards;
Identifies trends and anomalies in data to inform strategic planning and decision making; and
Collaborates with OTE colleagues as assigned by the Director to improve data collection processes as part of strategic planning with changes in internal or external reporting requirements.
Manage Centrally Mandated Surveys & Data Collection Processes (10%)
Provides direction to OTE staff on the Common Metrics Surveys to meet protocols established by the NeXT Consortium (and the Common Metrics Technical Manual);
Represents CEHD on the tri-state Common Metrics Committee;
Shapes state and consortium policy regarding the development, revision and administration of surveys as part of the NeXT Consortium;
Ensures processes lead to strong survey response rates ( > 60%) for Common Metrics
Directs the administration of the annual surveys with other OTE staff support;
Manages the enactment of the new Completer Follow Up Survey (i.e., Graduate Survey) for initial teacher licensure candidates; and
Manages the collection of data for additional licensure.
Manage Data Archives including Final Reports and Technical Manuals (10%)
Participates in partnership with the Dean's Office Data Management personnel to develop and monitor systems for gathering, reporting data for teacher educator and other school professional programs including enrollment management;
Creates, updates and maintains technical manuals and records of decision-making regarding annual reports;
Provides recommendations on aspects of assessment development and/or survey practices for college personnel;
Ensures analytical results, presentations, data tables, and other key components from past reports are archived;
Responds to specific requests for access to disaggregated, de-identified data about teacher education.
A BA/BS with at least 6 years of experience in data analysis
Evidence of commitment to diversity, equity and inclusivity (DEI).
Demonstrated skill in quantitative and qualitative analyses, with expertise in software (e.g., Excel, SPSS, R, N-Vivo, Qualtrics, and Google spreadsheets/forms).

Evidence of knowledge in data analysis, program evaluation, FERPA, IRB processes and validity or reliability studies.
A Masters degree and 3-5+ years experience in data analysis for education or related field.
Ed.D. or Ph.D. in Evaluation Studies, Education or related field.
Experience as an accreditation coordinator or research analyst
At least 3 years of experience working with a diverse student body in a university environment.
Deep knowledge of academic culture.
Experience working with the Minnesota Department of Education.
Extensive experience with state, regional or national accreditation data collection.
Experience working with the Professional Education Licensing and Standards Board.
