Battelle’s Human Factors transportation team is based out of Arlington, VA and Seattle, WA. The team currently has multiple DOT IDIQ awards with NHTSA and FHWA, with ongoing projects examining automated vehicles, naturalistic driving behavior, distraction, and other vehicle and traffic safety issues involving driver factors. Battelle also has an advanced driving simulator with automated vehicle capabilities along with tools for measuring eye glances and physiological measures.
Battelle’s Transportation Business Line is currently seeking a Senior Research Scientist to join its team of Human Factors researchers. This position located in Arlington, VA or Seattle, WA.
The Senior Research Scientist is a designation for a highly qualified individual whose leadership in a technical area is recognized both within and outside Battelle. A Senior Scientist designs complex, multidisciplinary and innovative social science research studies, and determines the appropriate analysis methods, identifies problems, and develops and implements solutions to complex problems. The Senior Research Scientist leads complex and advanced technical projects where technical staff research apply quantitative and qualitative methods and techniques to address traffic safety issues. This individual develops short- and long-term business strategies and assures their implementation; frequently acts independently to expose and resolve problems associated with the development and implementation of programs; plans R&D programs and advocates technological application programs to achieve long-range objectives; and serves as consultant to management in long-range planning pertaining to new or projected areas of technological advancements. Emphasis is placed on high quality technical and business/planning activities.
The candidate is expected to work on a full-time basis and report to the main office location in Arlington, VA or Seattle, WA.
Provide support, leadership and management to on-going projects in the areas of human factors, driver behavior, driver performance, vehicle automation, and Intelligent Transportation Systems (ITS).
Lead, plan, and conduct major research projects or major phases of significant technical projects, coordinating the efforts of research support staff in the performance of assigned projects within time and budget constraints.
Actively engage in outstanding technical research to maintain and develop Battelle’s transportation business line offerings and reputation.
Contribute substantively to planning and executing marketing and project development activities in the in the areas of transportation operations, human factors, driver behavior, and driver performance.
Routinely conceive and develop new projects.
Train, mentor, and lead other staff.
Provide competent technical advice to management.
Assist line management in evaluating the technical performance of other staff.
Proactively communicate with clients to ensure they are an integral part of the project for clarification of requirements and regular assessment of implementation progress.
Build client relationships to sustain and expand business opportunities.
Influence client opinion on future program direction. Influence customer’s business plans and priorities.
Identify high growth/value opportunities for Battelle with clients and establish opportunity development capture plans.
Position Battelle to win follow on-programs.
Contribute to the overall business development and proposal activities including the formulation of a win strategy and the establishment of the appropriate teaming partners in collaboration with Business Development Staff.
Establish procedures to ensure that proposed technical work can be accomplished as described within proposed cost, time and quality constraints. Coordinates the selection of proposal team member organizations (strategic partners, sub-contractors, universities, product lines, etc.) and the efforts of the proposal team to formulate an offering that persuasively presents the project approach that meets the client needs and documents the value created for the client by this approach at a competitive price.
THE FOLLOWING IS REQUIRED
Master’s degree in Human Factors or other relevant field and a minimum of 8 years’ experience in the transportation industry, with at least 5 directly with USDOT
Demonstrated experience managing program/projects of $500K or greater value.
Demonstrated understanding of surface transportation policy, planning, operations, and/or management activities, as they relate to Human Factors
Extensive experience working proposals and supporting business development efforts
Excellent Communications skills
THE FOLLOWING IS DESIRED
PhD in Human Factors or other relevant field and a minimum of 5 years’ experience in the transportation industry, with at least 5 directly with USDOT
Demonstrated experience managing geographically dispersed team
Demonstrated experience managing several IDIQ contract vehicles across FHWA, NHTSA and FMCSA, including program oversight/execution, proposal capture/development, subcontractor oversight/relationship management, and client relationship management.
Demonstrated experience managing IDIQ contract vehicles for USDOT
