The Center for International Earth Science Information Network (CIESIN) located in Palisades, New York, is seeking a Finance Manager/Analyst to join its expanding team. Reporting to the Associate Director, Finance & Administration, the Finance Manager/Analyst is responsible for a broad range of pre- and post-award activities for sponsored projects at CIESIN.
Work closely with PI and Associate Director to develop, review and submit grant proposal packages, in accordance with the funder's guidelines, including budget creation, compliance review, RASCAL creation and other administrative aspects of the process. Document proposal submission and track ongoing status. Maintain files of submission and track ongoing status of award.
Preparation of sub-awards and consultancy agreements with PI, Co-I, and Department Administrator. Follow up from beginning to fruition. Set up vendors in system as needed.
Prepare monthly analysis on spend down/reconciliation of grant funds. Monitor spending on sub-awards and consultancy agreements. Determine if expenses comply with grant agreement. Prepare sponsored required financial reports; Review with Associate Director monthly.
Input salary distributions and salary cost transfers from information provided by Associate Director. Assist Effort Coordinator, Associate Director, with annual effort certification process.
Maintain electronic files for active awards, sub-awards, consultancy agreements, etc.
Review new awards for essential terms and requirements and communicate to Associate Director and PI. Work with Associate Director on project budget revisions if necessary and set-up documents for SPA to establish project account.
Responsible for inputs into Budget Tool monthly, quarterly, annually.
Develop customized financial analysis and reports as required for internal and external requests.
Maintain current knowledge of University and sponsor policies and procedures related to sponsored project management.
Perform other related duties as assigned.
Receives general supervision from the Associate Director of Finance and Administration. Significant independent judgment and initiative within specific guidelines required.
Bachelor's degree in Finance or Accounting or related field or equivalent in education and/or experience plus 3-5 years of related, professional work experience required.
U.S. government grant proposal experience preferred.
Experience in working with international organizations and researchers, and the ability to communicate effectively with a diverse set of collaborators strongly preferred.
Experience with financial administration and budget preparation for contracts and grants required, preferably related to international development and/or research.
Experience working with Purchasing Department to expedite sub-awards and consultancies.
Demonstrated communication, organizational, and use of discretion and judgement in sensitive and confidential matters.
Attention to detail is extremely important in all aspects of this position.
Demonstrated skills and proficiency with desktop office applications, especially in using complex spreadsheets and manipulating them with advanced features and functions for financial planning, financial analysis and budgeting.
