Overview

Employment Status: Full-time, non-exempt, probationary position.

Work Schedule: Monday to Friday from 8:00 to 5:00 pm. (May required to work nights and weekends pending operational needs).

Anticipated Salary Range: $3,513.00 - $5,100.00 monthly.
*Salary commensurate with the background and experience of the individual selected.

Department Summary:
The CSUSB Police Department was established on Jan. 23, 1974, and is a full service, California POST-certified law enforcement agency that employs 19 sworn police officers and active support staff for the service and protection of the campus community on a 24/7/365 basis. The department is responsible for the 471-acre northern San Bernardino campus and also for the surrounding area including the campus and outlying residential, canyon, and foothills. The peace officers of this department have a statewide police authority and are vested with law enforcement powers and responsibilities, identical to the municipal police or sheriff's departments in our community.

Typical Activities

Job Summary:

Under the direct supervision of the Associate Director of Police Services and Police Chief, the Police Dispatcher Lead, will plan, direct and coordinate UPD Dispatch activities and operations in support of university-wide emergency and non-emergency police services. Required to work independently, react quickly, and demonstrate good judgment and discretion in stressful situations. Oversees communications equipment related to dispatch and project management of new systems when applicable from implementation to maintenance. Ensures staff and shift coverage 24/7/365 day-to-day operation and technical support related to police dispatching service calls. Handles day-to-day procedural questions and personnel issues that arise. Instructs and trains new hires. Serves as liaison to the campus community, general public, outside agencies, and organizations. Participates in the development and implementation of the CSUSB Police Department's objectives, operations, policies, and procedures.

Please note: Selected candidates must be able to successfully pass a background investigation, written exam, pre-employment medical examination, psychological examination, which requires fingerprinting and background (including criminal record) check.

Minimum Qualifications
Education and Experience:

  • Entry to the first level within this classification typically requires one year of verifiable experience using switchboard and two-way radio communication system in law enforcement or comparable agency within the last ten years and a high school diploma or equivalent.
  • Must possess a current P.O.S.T Public Safety Dispatcher certificate.
  • Must have successfully completed, or be able to complete within one year of hire, the P.O.S.T. Communication Training Officer Course, and the P.O.S.T. Records Clerk Course.
Preferred Qualifications:
  • Three (3) years of verifiable experience using switchboard and two-way radio communication system in law enforcement or comparable agency within the last ten years.
  • Completion of P.O.S.T. Communication Training Officer Course is desired.
  • Completion of P.O.S.T. Records Clerk Course is desired.
  • Successful experience as a lead/senior police dispatcher, dispatch trainer, dispatch supervisor, or equivalent position in a police/fire/public safety communications center.
  • Successful experience as a lead/senior police records clerk, records trainer, records supervisor, or equivalent position in a police/fire/public safety agency.
  • Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
Knowledge, Skills, and Abilities:
  • Thorough knowledge of legal codes, restrictions, and requirements; procedures and techniques for receiving complaints and calls for service, and for dispatching and communicating with field units; information systems (CJIS, CLETS, OMV, DOJ, LEDS, NCIC, NLETS); public safety-related agencies and field units/personnel; agency rules and procedures; and equipment operating procedures.
  • Thorough knowledge of and ability to use applicable computerized and automated dispatch and law enforcement systems and databases to enter, research, and retrieve data as necessary.
  • Working knowledge of public safety-related agencies and the respective communication protocols.
  • Thorough knowledge of law enforcement and criminal history records security and maintenance, information release requirements and restrictions including Family Educational Rights and Privacy Act provisions, CLERY Act, Uniform Crime Reporting rules, and procedures.
  • Thorough knowledge of record-keeping laws and regulations for police departments.
  • Demonstrated ability to independently respond and act quickly, accurately evaluate information and situations, and make appropriate decisions in routine, non-routine, and emergency situations.
  • Ability to present, describe and summarize information orally using clear, concise, and appropriate language in an organized manner and to derive the correct meaning from various types of information received orally (e.g. giving and understanding instructions, directions, descriptions, explanations, etc.).
  • Thorough knowledge of and ability to use applicable computerized and automated dispatch and law enforcement systems and databases to enter, research, and retrieve data as necessary.
  • Working knowledge of or ability to quickly learn University infrastructure, policies, and procedures.
  • Ability to effectively converse using police radio systems.
  • Demonstrated ability to independently respond and act quickly, accurately evaluate information and situations, and make appropriate decisions in routine, non-routine, and emergency situations.
  • Ability to provide clear and concise verbal directions quickly and accurately.
  • Ability to establish and maintain effective working relationships, interact with all members of the campus community and general public, and maintain composure in highly stressful situations or when dealing with difficult individuals.
  • Ability to provide lead work direction and train new staff.
  • Ability to handle multiple priorities and manage multiple situations while under duress.
  • Ability to analyze and address operational and procedural problems and recommend solutions.
  • Ability to present, describe and summarize information in written form using clear, concise, and appropriate language in an organized and timely manner (e.g. writing descriptions, instructions, explanations, etc.); and to derive the correct meaning from written materials.
  • Ability to apply knowledge and logic to solve problems, make decisions, and set priorities (e.g. interpreting rules and procedures to determine the appropriate action to take in various situations).
  • Ability to follow oral and written instructions and transfer information.
  • Ability to retain and recall important details, facts, and other information regarding recent events, descriptions, instructions, directions, etc.
  • Ability to both quickly and accurately compare and identify similarities and differences between pieces of information, and to combine and make sense of different pieces of information.
  • Competency in performing learned manual tasks accurately, quickly, and often simultaneously with other jobs (e.g. operating a keyboard to record information received orally while visually monitoring a telephone console or video display, and operating a radio console and other related equipment while talking or listening). Hearing ability that meets or exceeds standards established by POST guidelines (PC 13510(b)).
  • Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
  • Demonstrated ability to maintain a high degree of confidentiality.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.
