The City of Renton is looking for an experienced Budget and Accounting Manager for our Administrative Services department. This position will lead a team of analysts that focuses on the City's biennial budget, CAFR, CIP, grant administration and other accounting and finance functions. Applications due by 11/29/2020.
Plan, organize, and manage all aspects of the financial reporting of the Comprehensive Annual Financial Report (CAFR) and biennial budget process for the City.
Recruit, hire, train, recognize, promote, coach, mentor, develop, evaluate, and discipline the performance of assigned staff. Terminations handled in conjunction with a superior.
Delegate/assign, prioritize, review, and ensure timely completion of duties of assigned staff.
Assist in establishing and implementing the goals of the department.
Prepare and control budgets; control and approve expenditures and capital purchases; monitor, prepare and submit periodic budget updates; monitor assigned performance measures.
Oversee the preparation of the interim, and biennial, budgets to include financial reports, statements, and analysis.
Manage the treasury operation, investments, and debt service.
Resolve interdepartmental, and interagency, fiscal processes, reporting, accounting discrepancies, and other matters as it relates to financial control involving complex transactions.
Provide technical expertise and data analysis to internal departments, and external stakeholders, on a variety of City financial matters and procedures.
Develop, research, and revise department policies, procedures, ordinances and other materials related to financial activities and operations; resolve work-related complaints and issues that cannot be addressed by staff.
Act as the liaison for the State Auditor's office during the annual audits of financial statements, annual single audit of grant reporting on the SEFA, and the accountability audit.
Analyze, review and prepare a variety of complex calculations, reports and data analyses related to financial operations.
Direct and monitor budgetary activities during the course of the budget year; provide feedback to Administrators and other management personnel as necessary.
Assure the accuracy of City accounting records and reports in accordance with Generally Accepted Accounting Principles (GAAP), GASB, BARS, and other state, local, and/or federal laws.
Act as the project manager on large system implementations, conversions, or general process improvements as it relates to financial systems.
Plan, develop and provide training to internal, and external, stakeholders on financial matters, systems, policies, and procedures.
Maintain regular, reliable, and punctual attendance, work evening and/or weekend hours as assigned, and travel as required.
Remain current with relevant technological advancements as it relates to field.
Represent the City at various regional meetings dealing with assigned areas of responsibility.
Perform the role of backup for the immediate supervisor and staff.
Perform related duties as assigned.
May be assigned to support critical city priorities during disasters or other emergencies.
The ideal candidate will have the following education and experience:
Bachelor's degree in Accounting, Finance, Business Administration or related field
5-8 years of progressively responsible experience in accounting, auditing, budgeting, financial analysis and public finance
Experience in municipal government highly preferred
2 years of supervisory experience in a similar role
