RESPONSIBILITIES AND QUALIFICATIONS The VP Global Markets Surveillance and Monitoring (SMS) position is a senior role within Global Markets Compliance team. This is an opportunity to manage a significant control program within the compliance framework, working directly with senior compliance management both regionally and globally and closely working with the Global Markets Compliance team covering the Equity and Fixed Income Sales and Trading businesses. The role also requires working closely with other departments across the organisation, such as Financial Crime Compliance, Compliance and Front Office Engineering, Legal, Operations, Testing and Internal Audit. The role reports to the Head of EMEA Securities Surveillance and Monitoring (SMS).

PRIMARY DUTIES AND RESPONSIBILITIES
EMEA Surveillance Program Management
Providing guidance and support for the EMEA surveillance coverage team located in multiple locations.
Participate in the strategic build out of trade surveillance program management.
Assist the Regulatory Practice Group on regulatory enquiries, exams/meeting and ad-hoc regulatory requests.
Work closely on internal investigation matters with the Financial Crimes Compliance and Internal Audit functions.
Part of the Global Markets Monitoring and Surveillance operating team.
Development of Controls
Partner with Business Personnel, Line of Business Compliance Officers, and Compliance Engineering to develop and/or enhance controls, surveillances and associated procedures and training.
Apply a consistent approach across businesses, products and regions.
Oversight of Controls
Assist those performing surveillance reviews and discuss escalations with Business Personnel and Line of Business Compliance Officers.
Monitor metrics to ensure that surveillance reviews are being performed properly from a qualitative and timeliness perspective.
Provide team training on performance of specific surveillances.
Identify enhancements to existing controls. Test the integrity of system controls and surveillance reports by participating in testing programs and validating test results.
Participate in periodic risk assessments as it relates to specific market conduct risks.
Management Information Systems
Develop and/or enhance systematic processes for escalating issues.
Develop and/or enhance tools to track trends or patterns of problematic activity across businesses, products and regions.
Coordinate issues, findings and practices with colleagues across regions and/or divisions.
Develop and/or enhance systematic processes for globally consistent Manage ent reporting.
SKILLS / EXPERIENCE:
Previous experience in Compliance, Surveillance or other control functions.
Working knowledge of securities markets, businesses, products.
Working knowledge of securities and exchange rules and regulations.
Knowledge of detection logic and expected surveillance development processes.
Inquisitive and proactive in identifying risks and proposing solutions.
Good interpersonal skills and excellent written/oral communication skills.
Ability to work with a variety of senior and junior people, and build smooth working relationships.
Highest attention to detail.
Good team player - one who is able to prioritize in a fast moving, high pressure, constantly changing environment.
