USAID Advancing Higher Education for Afghanistan's Development (AHEAD) Project: AHEAD supports the government of Afghanistan and the Ministry of Higher Education to strengthen Afghan higher education institutions (HEIs). The five-year activity builds upon the results of USAID’s previous higher education investments, including the University Support and Workforce Development Program (USWDP), to accelerate sustainable human and institutional capacity within Afghanistan’s higher education institutions. The University of Minnesota is a subaward under FHI360 for a 5-year award to support Higher Education Networks (HENs) in Afghanistan. The purpose of AHEAD is to improve employability of professional Afghan men and women through tertiary education programs and to generate workforce skills based on market-driven needs in Afghanistan. This includes initiatives to improve the academic, administrative, resources and management functions of universities for enhanced support to students and faculty members and university administrations. University of Minnesota is responsible for establishing the Health-focused Higher Education Network involving at least six public and private universities with health-related degree programs in Afghanistan.
Position Overview: This position has the main responsibility of developing the educational and research capacity building solutions for the Health Higher Education Network (HEN) members in Afghanistan, supported by University of Minnesota, a consortium member of the USAID AHEAD Project. This position will report directly to the PI (Porta) and will guide development of sustainable technological solutions that are implemented, evaluated, revised, and re-implemented throughout the course of the project, in direct response to the identified needs of the Afghanistan Health HEN members. This position will work closely with three local Afghan staff who will be primary liaisons for UMN with our Afghan partners, the Ministry of Higher Education, local FHI 360 staff in Afghanistan, and faculty involved in our planned trainings, capacity building efforts, and mentorship programs.
Supervision: This position will report to PI Porta, with a dual reporting line to Dr. Errecaborde
Academic technology and development (90%)
Collaborates with project team members/faculty/instructors and researchers to identify, develop and implement appropriate technology (and non-technology, eg face-to-face/simulation) solutions for teaching and learning; Consults with project team members/faculty and our Afghan project staff to design, develop, and implement specific course/module/training -related instructional strategies with technology and without technology (e.g., in-person face-to-face instruction); Coordinate closely with FHI 360, the online learning supportive company (specifics tbd), and Consortium members (Virginia Tech, Univ of Massachusetts) to align all collaborative technical deliverables/activities; Structures, organizes, and edits content and instruction in a pedagogically sound manner for the learning environment (i.e. face-to-face, hybrid, and online), and culturally appropriate for the Afghanistan context; Repurposes existing content, courses or programs for online delivery and/or distance learning, and identifies accessible existing resources for our deliverables for Afghanistan institutions of higher education; Discusses technology options and assists project team members with evaluation and selection of course management tools for the project and for a sustainable solution for Afghan faculty; Convene small groups of faculty across all key stakeholders, as needed, to inform content development, selection, review when identifying design and delivery solutions; Troubleshoots course/module/training design and delivery issues and follows through until issues and problems are resolved or escalated; this is done for the UMN team, and for the Health Higher Education Network (HEN) Afghan institutions of higher education; Designs and develops surveys and assessment tools to monitor and measure effectiveness of all aspects of the project course/module/training delivery (short and long-term over project course); Plans and delivers individual or group faculty development workshops in response to faculty and instructional needs, for the Health HEN members; Designs and develops web pages or web-based learning modules for teaching and learning; Assists instructors with recording and editing audio /video content for the project as well as for project dissemination (website, etc).
Operations (10%) May lead small scale or sub-functional projects and team members; Develops solutions that are sustainable in a low-resource technology environment such as may be the case in rural Afghanistan; Provides activity data, as requested, to the Project Manager/PI by deadlines; Provides photographs and other visuals, as requested, to the Project Manager/PI by deadlines; Possible travel to Asia or Afghanistan to conduct trainings for the faculty in the Health HEN.
Required Qualifications BA/BS degree required; or Masters degree in education, communications and/or health sciences; Two years of related academic technology experience with a related BA/BS degree. Or four years of related academic technology experience with a non-related BA/BS degree. No additional experience required with a related Masters degree; Experience with developing and documenting processes; Experience accurately writing, proofreading and editing professional documents; Ability to work occasional evenings or early mornings for distance communication / phone calls with colleagues in Afghanistan, Asia and the east coast of the US.
Preferred Qualifications Experience with USAID or other US federally funded projects; Demonstrated excellence in both oral and written communication; Customer service oriented; Proven excellence in time management; Detail oriented and demonstrated understanding of the importance of accuracy; Demonstrated critical thinking, problem solving and decision making skills; Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders, members and individuals; Strong organizational skills with demonstrated ability to use good judgment in prioritizing multiple requests made at times by persons with competing interests; Ability to communicate in Dari or Pashto is a plus.
