The Asian Infrastructure Investment Bank (AIIB) was created to help foster social and economic development, create wealth and improve infrastructure connectivity in Asia by investing in sustainable infrastructure and other productive sectors. As a new addition to the global multilateral development bank (MDB) family, AIIB works closely with other multilateral and bilateral institutions as well as private sector to improve infrastructure by promoting regional cooperation and partnerships. AIIB has 103 members, including 21 prospective members, with authorized capital of USD100 billion ， of which USD20 billion is paid in. AIIB is a triple A rated institution.
The AIIB's Investment Operations comprises two regional teams, 1 and 2. Each regional team is led by a Vice President (VP) and reporting staff includes client relations specialists, technical specialists and bankers. Region 1 is responsible for South East Asia, the Pacific Islands, and South Asia (exc luding Pakistan and Afghanistan), while Region 2 covers Pakistan, Afghanistan, Central Asia, East Asia, West Asia, Europe, Africa and Latin America.
The AIIB ensures each project it finances is aligned with at least one of the following four thematic priorities, namely, green infrastructure, connectivity and regional cooperation, technology-enabled infrastructure, and private capital mobilization, as identified in AIIB's Corporate Strategy.
The Director General for the Social Infrastructure Department, Investment Operations will lead the teams working on:
Specialized and innovative health Infrastructure, including clinics and hospitals, urgent care facilities, medical laboratory technologies, radiology and imaging technologies, tele-medicine services, health insurance and network PPP, medical education, nursing home, etc.
Education infrastructure in the digital era, including vocational education, distance learning, pre-school education, and digital skills training, etc.
Other relevant aspects of social development.
This position has a dual reporting line to the VP of Investment Operations Region 1 and the VP of Investment Operations Region 2, respectively.
Specific responsibilities will include but are not limited to:
Building an outstanding team of professionals capable of implementing AIIB's business plans.
Providing strong and results-oriented leadership in organizing and managing the department.
Building a strong pipeline of high-quality investment transactions.
Assisting senior management in strategic planning and providing guidance to the team on strategic matters.
Ensuring effective implementation, monitoring and reporting of the teams' projects and being accountable for their project appraisal, execution, implementation monitoring, results and developmental impact assessment processes.
Ensuring that all projects prepared by the team comply with all applicable AIIB policies and directives.
Maintaining and enhancing effective relationships with clients, other financing partners, advisors, consultants and stakeholders;
participating in preparation of the relevant policies and regulations in cooperation with the other divisions of the Bank;
Ensuring regular cross-departmental communications, cooperation and exchange of information.
Leading annual departmental business planning and budget management.
Strong commitment to development and a demonstrated high level of professional and ethical standard.
Minimum 20 years of professional experience in other multilateral development banks or top-tier global financial institutions .
Substantial experience in at least one, and preferably two or more, of the primary infrastructure business sectors covered by the Social Infrastructure Department.
Substantial experience in project and infrastructure financing across multiple sectors and jurisdictions.
Strong credit and structuring skills for different investment tools .
Strong investment acumen with track record of building up quality investment portfolio.
A convincing track record in achieving results and problem solving.
Strong managerial and interpersonal skills.
Thorough understanding of Environment, Social and Governance framework in infrastructure development.
Demonstrated ability in managing diverse teams and stakeholders, both internal and external.
A high level of proficiency in English, preferably with command of other languages.
Masters degree or PhD in Finance, Economics, Development studies and/or related fields is essential.
