The EIB, the European Union's bank, is seeking to recruit for its Corporate Services Directorate (CS), Transversal Services Department (TSD), Corporate Applications Division (CA), Finance & Procurement Unit (FP) at its headquarters in Luxembourg, a (Senior) IT Solution Architect. This is a full time position at grade 5/6.
The term of this contract will be 4 years.
Panel interviews are anticipated for December.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Within the Corporate Applications Division of the Transversal Services Department, the primary role of the Financial & Procurement Unit is to provide and maintain IT solutions in the area of general ledger, procurement, travel and expenses, budgeting & payments s.o. all of these commonly known as Financials and Supply Chain Management (FSCM).
In close relationship with Human Capital Management (HCM), the FSCM solutions complete the landscape of our Enterprise Resource Planning (ERP) package. The core application is based on Oracle/PeopleSoft Financials currently at version (9.2) and is managed at an EIB Group level.
As the (Senior) IT Solution Architect, internally referred to as (Senior) Officer - IT Applications, you will be responsible for developing solutions, managing projects, providing guidance, and facilitating analysis design required for the development of the FSCM Solution. You will focus on applications and platforms enabling business strategy and supporting the delivery of targeted business outcomes in line with the EIB Group strategy for IT solutions.
You will act as the single point of contact of the Enterprise Architecture Unit; ensuring FSCM solutions are developed in line with both the provider (Oracle/PeopleSoft) and EIB internal policies and guidelines.
You will report to the Head of Unit and liaise with senior managers across all business areas to analyse and assess the quality of IT technology and infrastructure. You will interact with other ERP teams, Enterprise Architecture Unit and cooperate with counterparties in client Directorates.
Lead and provide guidance, improve quality, facilitate analysis and design solutions required for the development of the ERP system's architecture, focusing on the solutions and platforms enabling business strategy and supporting the delivery of targeted business outcomes, providing traceable quality financial data to the Group Data Warehouse and numerous downstream reporting, according to BCBS 239 principles
Act as technical expert in the PeopleSoft FSCM application domain and provide subject matter expertise and specialised advice on horizontal issues influencing several IT domains to contribute to a better integration of the Bank's IT systems;
Define the architecture of the applications within the FSCM landscape in line with the enterprise architecture guidelines and communicate actively the solution architectures vision to teams;
Define best practices and guidelines for design, development and testing, as well as providing coaching for the internal and external developers;
Keep up-to-date with trends and development of the product provided by the vendor (Oracle) in order to analyse and promote the best fit for the EIB Group, driving innovative approaches to maximise IT's contribution to business, initiating and contributing to IT-wide initiatives;
Manage projects and coordinate with business users and other IT technical teams, with the objective of ensuring the highest quality, delivery within planned time, scope and budget by anticipating issues and taking mitigation actions when necessary.
University degree in Engineering, Information Technology, Information Management or a related field;
At least 5 years' of relevant professional experience in the design and implementation in the PeopleSoft FSCM domain;
Proven experience and excellent technical knowledge of the PeopleSoft FSCM architecture and specific tools;
Sound knowledge of project management principles, methods and practices, such as PRINCE or PM²;
Experience with agile methodologies;
Good written and spoken knowledge of English and/or French(*).
