Senior Contracts and Grants Specialist - (200000YL)
The University of Maryland, Baltimore (UMB) School of Pharmacy has an opening for a Senior Contracts and Grants Specialist to work within their Pharmaceutical Health Services Research department. The Senior Contracts and Grants Specialist will establish and maintain effective working relationships with faculty, administrators, staff, and students to provide the highest level of post-award grants management for federal, state, and corporate sponsored projects. This position will implement procedures/practices to ensure grants research administration goals and objectives are met while complying with University, federal, state, and sponsor rules and regulations.

Serves as a point of contact between University and sponsoring agencies, and between faculty and University administration matters and issues related to the sponsored projects. Provide expertise to faculty in interpreting award terms and conditions and maintaining best financial practices to assure compliance with sponsor requirements, university policies and procedures, and relevant laws and regulations. Responsible for insuring faculty maintain proper spending of research funding.
Oversees contract and grant budgets and works with departmental administration to establish budgeted funds. Reviews and maintains documentation related to cost transfers, requests for expenditures, effort reporting, budget revisions, and fund statements. Oversee invoicing, accounts receivable, and deposits in the financial system and ensures payments are applied correctly.
Performs continuous monitoring of project, drafts requests to funding agency for revisions in terms and conditions, and prepares multiple representations and certifications to federal and private agencies.
Conduct assigned account reconciliations.
Assist with coordinating progress report submissions, grant closeouts, invention reports, financial status reports, and specific documents related to training grants. i.e. statement of appointments, payback agreements, and terminations.
Advise the Business Administrator, Vice Chair of Research, and Chair on matters related to grant management.
Participate in leading faculty in budget development and planning, advising on determination and computation of appropriate salary levels, percentages of effort, fringe benefit rates, and indirect cost rate and base. Ensures that all appropriate university officials have approved the proposed activity.
Coordinates proposal development activity to plan, manage, and track milestones and ensure internal and external deadlines are met. Oversees the contractual process of sponsored awards with both Sponsored Programs Administration/Sponsored Programs Accounting and Compliance and external sponsors for faculty.
Performs other related duties and special projects as assigned.
Education: Bachelor's degree in accounting, business administration, or other field related to pharmacy science and clinical research.
Experience: Five (5) years of experience working with contracts and grants including budget preparation and post award reconciliation.
Other: Financial disclosure reporting required by State of Maryland Ethics Committee.
No substitution of experience for education.

KNOWLEDGE, SKILLS AND ABILITIES :
Possesses a knowledge of position requirements and able to perform position in compliance with all requirements/regulations/laws/research processes. Knowledge of principles and practices pertaining to developing and administering a research grant proposal and awards in compliance with sponsor, federal, state, and university regulations.
Ability to maintain high standards with the work being performed and maintain awareness with trends and influences. Assumes personal responsibility for outcomes; makes effective and timely decisions; and learns how to effectively use technology. Maintains productivity and uses knowledge strategies to increase knowledge base. Skill in project management and ability to understand and synthesize contractual and other project requirements related to milestones and deliverables. Ability to analyze and monitor financial activities and milestones. Capability to extract and analyze appropriate data to convey complex information.
Excellent verbal and written communication skills as well as organizational skills are a must. Writes and presents information in a clear and concise way. Interprets and understands written information and is able to listen attentively to verbal and non-verbal cues that lead to a deeper understanding.
Ability to multi-task and take the initiative to resolve issues for faculty in an expeditious manner.
Ability to work cooperatively with others and demonstrates professional, ethical, respectful, and courteous behavior when interacting with others. Capable of interacting pleasantly and positively with other associates to meet customer expectations, and provide follow up with customers. Ability to work productively in project-specific teams.
