ManTech provides technical and programmatic support to senior leaders in the Department of Homeland Security (DHS) Office of Test and Evaluation.ManTech seeks a highgly qualified and specialized Senior Analyst to provide Test and Evaluation oversight support of multiple Government Research and Development (R&D) programs.
·Selected candidate must be familiar with a broad set of homeland security issues, and must possess knowledge, expertise, experience or education in test and evaluation methods, policies and guidelines.
·Selected candidate must be able to support multiple R&D programs in an advisory role: a) Assist in the review and edit of program T&E documents and provide advice to the Government Project Managers and other leaders, b) Assess test sufficiency of R&D program T&E design and plans, c) Assist and ensure R&D programs follow the program test plans, e.g., test-site visits, witness test activities, collect test data, participate in scoring conferences, assist in data reviews, etc., d) Provide recommendations based upon analysis and assessment of program test strategy, test plans, test data and results.
Selected candidate will report to the ManTech manager; support Government Project Managers and other team members
·Selected candidate must be able to respond quickly to requirements and tasks with stringent deadlines in a demanding homeland security environment; possess strong critical thinking abilities and judgment skills; and abilities to interact with various levels of people within and outside of a government organization.
·Selected candidate must have knowledge and/or experience with DHS Acquisition Directives and Acquisition Lifecycle Framework (AD102/ALF); knowledge, understanding and/or experience with the DHS (or DoD equivalent) Test and Evaluation (T&E) policies, procedures and best practices for conducting, monitoring and reviewing operational tests and evaluations.
·Selected candidate must be able to support and perform assessments of T&E artifacts, such as the T&E Master Plan (TEMP), Development Test Plans (DTPs); and assist with Letters of Assessment, T&E guides and assist with T&E workforce training.
·Selected candidate must be trained/certified or willing to be trained/certified to the DHS T&E Certification Level II or DoD equivalent.
