This position will be responsible for the design and implementation of the treasury functions of the bank. They will evaluate new banking products and services, and design, administer and review bank treasury policies and procedures to establish controls over bank treasury operations. They will provide treasury leadership to the finance team and participate in bank teams and bank-wide committees. They will partner directly with third parties in the management of an investment portfolio to handle the bank's liquidity buffer and ensure adequate liquidity at all times including maintaining, testing and executing a contingency funding plan. They will build and maintain cash flow forecasting models and processes including shock scenarios for stress testing. They will manage ongoing asset-liability management and implement interest rate risk management strategies. They will provide regular reporting to and respond to analysis requests from the Asset and Liability Management Committee ("ALCO") and Capital Management Committee.
Develop and implement investment strategies in the Bank’s investment portfolio that meet or exceed performance and compliance expectations.
Provide expertise and support to funds management staff pertaining to liquidity and interest rate risk analysis and execution as well as provide oversight for Federal Reserve daily cash position.
Oversee ALCO (Management and Board), providing appropriate information and documentation to enact effective asset/liability strategy and policy compliance.
Work closely with Finance to develop and maintain appropriate capital management policies and procedures. Assist in evaluating and executing capital management strategies.
Implement hedging and capital market transactions that support the bank’s asset/liability and capital management strategies. Oversee development of analytics and reporting to provide leadership for consumer and commercial loan and deposit pricing.
Comprehensive banking industry knowledge including balance sheet dynamics as well as management of capital, liquidity, interest rate risk, and fixed income securities
Strong understanding of stress testing, credit risk, financial risk, operations risk and their processes
Strong working knowledge of data management and statistics
Must be knowledgeable of OCC and SEC regulations pertaining to bank processes with expertise in at least one of the following: Treasury, ALCO, Funds Management, Investments or Capital Stress Testing
Excellent quantitative, analytical and financial skills are essential
Strong verbal and written communication skills
Ability to communicate complex analytical issues in understandable terms appropriate for management interactions (regulators, vendors, executives, etc.)
Strong project management skills
High degree of proficiency with Microsoft Office applications
Ability to conduct research and provide analysis from variety of financial and economic data

EDUCATION AND EXPERIENCE
Bachelors degree in finance, accounting or related subject required
Comprehensive banking industry knowledge including balance sheet dynamics as well as management of capital, liquidity, interest rate risk, and fixed income securities required
Extensive banking experience preferred; previous experience in a bank treasurer role a plus
