Responsible for establishing, managing, administrating, and maintaining the documented contractual relationship of GTS customers and subcontractors. Participate in the negotiation of contract terms, research government regulations and advise on application to existing and future contracts, lead contracts adjustment of contract re-baseline efforts, track and update agreements, certifications and schedules. Aid in the preparation of contractual provisions and the administration of contract proposals, as well as responsibility of negotiating, drafting, revising and providing advice regarding other commercial contracts, such as confidentiality agreements, services agreements, equipment sales agreements , value added resellers agreements and license agreements. Provide Contract and procurement planning, pre–award documentation preparation, price and cost analyses, post-award contract administration support, and contracts closeout in a government or client support role. Develops and leads internal and external governance, compliance programs and contract protests with government agencies, including writing, editing, and defending proposal content. Prepares, reviews and negotiates commercial agreements for procurement and revenue inbound/outbound licenses, distribution, professional services, statements of work, services and support contracts and NDAs. Utilizes working knowledge of regulations including Uniform Commercial Code (UCC), the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulations . Works under general supervision, reports to the Director of Contracts and Procurement.
Bachelor’s degree with 5 to 7 years’ experience or equivalent experience in Government Contracting.
In depth knowledge of Excel, and other related programs.
Assess risks and provide advice regarding managing risks, while achieving business objectives
Ability to work well in a team environment; motivated, responsible, reliable individual requiring minimal daily supervision
Well-developed interpersonal skills. Ability to get along well in diverse cultures with diverse personalities
Ability to work independently and take the initiative to handle contractual challenges, multiple project oversight, and develop quick turn-around strategies
Must have the ability to find win-win solutions to an array of tasks and requirements
Must have keen attention to detail
Experience with Federal contract negotiations and Contract Management functions including routing, signing, storing and tracking contractual documents
Must be able to obtain and maintain a security clearance, if required by contract
Strong communication, negotiation, and project management skills. Ability to take complex subjects and legal concepts and put them in easy to understand terms with others in discussions and negotiations
Experience using Costpoint
Knowledge of Deltek reporting
Microsoft Project Reporting
Experience with drafting Subcontracts for Prime awards
