Under the direction of the Director of Purchasing, researches and writes technical specifications involving the preparation of requests for proposals (RFPs), requests for quotes (RFQs), publicly advertised bids; coordinates and oversees special projects as assigned; recommends the purchase of equipment, materials, supplies and services to be used by various departments throughout the college. Prepares RFQs, RFPs and bid specifications ensuring technical accuracy and compliance with statutory laws. Analyzes results based on price and other factors and recommends contractor for award. Reviews contract documents for accuracy and completeness and recommends changes to the Director of Purchasing. Ensures that all consortiums, cooperative and state contracts are current. Complies with all statutory requirements of New Jersey County College Contracts Law, NJ Prevailing Wage and Pay-to-Play. Obtains and manages certificates for NJ Business Registration, Public Works Contractor Registration, Affirmative Action Compliance and Insurance Coverage.

Excellent writing abilities to be used to prepare RFPs, Bids, & RFQs. 4. Strong analytical skills to be used to evaluate RFPs, Bids, & RFQs. 5. Strong research skills to be used to identify sources of supply. 6. Strong computer skills, including good working knowledge of Microsoft Outlook, Word, Excel and PowerPoint. 7. Excellent knowledge of Internet navigation.
Minimum of 5 years purchasing experience or equivalent experience preferred. Experience in proposal writing or technical writing preferred.
Bachelors degree in Business or equivalent preferred. Associates Degree or Public Purchasing Certification or other purchasing certification required.
