This is a highly responsible supervisor position within the Sunshine Care Center (SCC) at the Florida Department of Health in Orange County (FDOH-Orange). The SCC is a primary and specialty care provider of HIV prevention, treatment, and care. This position reports directly to the SCC Program Manager or Designee at FDOH-Orange. The incumbent will be responsible for helping to oversee HIV/ AIDS services and manage the day-to-day operations and administrative functions for the HIV/AIDS Ryan White funded programs (including grant administration and contract management) of the SCC to ensure that the programmatic objectives of the SCC are being met. The incumbent in this position will be responsible for ensuring that FDOH-Orange has an HIV and Ryan White Program that meets or exceeds national, state, and local standards and goals. This individual is expected to be a fully engage and supportive member of the SCC Management Team, as well as a member of the larger organizational.
This position requires the ability to work independently and to manage complex programmatic and health policy issues simultaneously. The incumbent will be fully engaged and provide support to the SCC Management Team in the form of team-building, building of trust using excellent communication skills that are open and honest, and carrying out the Department of Health mission and priority commitments.
The incumbent will also work closely with the SCC Nursing Supervisor and SCC clinical providers to ensure the integrity of the overall HIV/Immunology Program including the continued provision of high-quality and excellent customer service-oriented clinical and programmatic services. The incumbent will be responsible for all supervisory duties including hiring and selection of SCC administrative staff, planning and directing work of employees under direct supervision (and indirect supervision, as needed), overseeing the planning and directing of employees under indirect supervision, developing performance plans and conducting performance evaluations, and budget planning and management.
This position is also important for ensuring fiscally responsible budget management, forecasting for all RWHAP operations, and that adequate revenues are generated to meet the programmatic and clinical needs of the HIV/AIDS programs. Grants administration and contract management for the HIV/AIDS programs are also essential to this position. Other duties may include program analysis, program evaluation, grant writing and management consulting.
Market and promote services and programs by providing up-to-date education and information while strengthening relationships to ensure referrals, visibility, and program awareness. Participate in community outreach and awareness during various hours to include weekends and after hours.
Bachelor's degree from an accredited college in health, public health, behavior health, health care services, health practice, health sciences, health care administration, or a closely related field, official transcripts will be required
At least 5 recent years of verifiable program management at lea supervisory level experience performing health program planning, development, coordination, evaluation or implementation, technical health care assistance and consultation, health care utilization or quality assurance examination, and/or health care service delivery
At least 1 year of verifiable experience working with Ryan White program
At least 2 years of verifiable budgetary experience
At least 2 years of recent experience in staff training and/or quality improvement and assurance initiative or program development
