Berkeley Lab's Facilities Division is offering an exciting opportunity to work with world leaders in science, and be a part of a team that will advance science and influence the world. The Site and Environmental Planner will apply planning principles in preparing the site and environmental planning analyses and documents, including space and population projections and studies involving land-use zoning, building siting, campus aesthetics, etc. You will also prepare defensible environmental impact analyses and documentation to ensure that the Laboratory complies with NEPA, CEQA, and other environmental regulations, as well as incorporate environmental considerations in the project and campus-wide planning phases. Berkeley Lab is located above UC Berkeley, on 202 acres that house over two million square feet of state-of-the-art scientific centers and support facilities. The Lab's mission encompasses many scientific fields, and its buildings include supercomputing facilities, genetic sequencing labs, laser labs, microscope facilities, and office complexes. Thirteen Nobel Prizes have been associated with Berkeley Lab. Responsibilities: Review, analyze, make, and record determinations on Laboratory research and construction proposals. Prepare written analyses and supporting documentation, as necessary. Conduct site and environmental planning studies and analyses, prepare documents, and prepare and delivers presentations including: Long Range Development Plan. Infrastructure Vision/ Master Site Plan. Annual Lab Plan. Building Massing Studies. Landscape Master Plan/ Vegetation Management/ Biological Resources Reports. Access, Circulation, and Transportation Studies. Comprehensive Signage Program. Campus Design Guidelines/ Physical Design Framework. NEPA & CEQA documents, such as Environmental Impact Reports. Historical and Archaeological Reports/ Native American Tribal Consultations.
Supports key Laboratory-wide Campus Planning activities including, but not limited to: Portfolio Management and the prioritization process in developing 5-year and 20-year project lists. Infrastructure Planning and the multi-year systematic approach for maintaining and expanding the utilities and roadways to accommodate the future growth of the Lab programs. Space Planning and the management tools needed to analyze space requirements, assess space utilization, facilitate space move coordination, create standards for furniture and furnishings, and to manage conflict and facilitate change. Environmental Planning and the stewardship responsibilities in analyzing environmental impacts on research, construction, and future campus planning scenarios to determine responsible mitigation management measures.
Manages and supports various environmental planning programs, including: LBNL Cultural Resources Management Program. Mitigation Monitoring and Reporting Program. Biological Resources, including overseeing training and protocols for sensitive on-site species.
Effectively manages consultants in developing campus plans, technical studies, and presentations; reviews and takes responsibility for consultant work products. Conduct compliance reviews and uses judgment to resolve competing regulatory requirements with other needs and priorities. Work collaboratively across all operational and scientific organizations to gather, assess, analyze, and prioritize, and advises Senior Lab Managers on matters influencing the Laboratory's future success. Interact with all levels internal and external to the Laboratory community, including the Department of Energy, the UC Berkeley campus, the UC Office of the President, the City of Berkeley and its communities, and regulatory agencies, on issues that are generally of a complex and sensitive nature. Interacts with DOE officials on a broad range of planning issues. Collaborates with the Facilities leadership team in the development and implementation of new policies, procedures, and performance measures.
Minimum Qualifications: Bachelor's degree in Architecture, Environmental Planning, Project Management, or related fields in Site and Environmental Planning from an accredited college or university. Work experience (5+ years) in campus planning, environmental planning, architecture, or project management at a University, National Laboratory, or Research Park. Experience working with planners, architects, engineers, project managers, drafters, and public affairs staff. Experience managing a budget and other resources, such as contract employees and consultants. Demonstrated site and environmental planning experience; development and implementation of strategic master plans and strategies involving the site and environmental, building, and infrastructure requirements. Excellent oral and written communication skills necessary to effectively collaborate, influence, negotiate, advise, explain, and present to high-level chief executives and deliver unfavorable recommendations in a diplomatic way. Very strong technical writing and editing skills. Conflict resolution skills and ability to resolve complex operational issues while performing effectively under conditions of fluctuating priorities and resources. Knowledge of project management principals and systems including needs assessment, estimating, planning, budgeting, and scheduling. Demonstrated ability to interact, manage, and work effectively with diverse groups, including management, technical, scientific, administrative, union and non-union staff; outside stakeholders, such as regulatory agencies and the public; and potentially antagonistic groups, such as activists and project opponents. Experience in handling complex financial/budget operations issues. Experience with computers and electronic information systems, including databases, and related office-based applications (word processing, spreadsheet, calendaring, communications, etc.). Excellent organization skills and demonstrated ability to manage multiple projects and goals across the division, institutional, and customer objectives.
Additional Desired Qualifications: Working knowledge of LBNL, UC, and DOE policies and procedures, missions, history, and culture. Working knowledge of: planning and visual communications applications (AutoCAD, Adobe CS, Bluebeam, etc.); corrective action tracking systems; project management applications. Knowledge of City of Berkeley, local residential concerns regarding Laboratory facilities and infrastructure. LBNL/UC/DOE contract and contract performance criteria. Experience working in a research environment.
