This position is responsible for performing all post-award grant accounting functions for Federal, State, Local and private grants received by North Shore Community College including but not limited to accounting, monitoring and reporting on grant budget, revenue and expenditure. This position reports to the Fiscal Financial Analyst and works closely with the Comptroller and AVP of Budget and Planning. Requires ongoing communication internally with the Grants Development Office, deans, department chairs, program managers and externally with sponsoring agency's program managers. The successful candidate must be highly organized, able to multitask, and ensure Federal, State and Local compliance with all granting agency policies and regulations are followed.
DUTIES AND RESPONSIBILITIES:
Assume the primary role of financial and compliance grants accounting, including but not limited to the following:
Responsible for the post award accounting functions for grants in accordance with federal/state regulations, generally accepted accounting principles and College policies/guidelines.
Reading and thoroughly understanding the nature, regulations and expected outcome of each grant.
Reconciles all activity for each grant in the general ledger which includes monitoring and tracking expenditures (including payroll) and revenue, and invoicing the agencies in a timely manner. Ensures that the correct indirect cost rate and fringe benefit rates are being utilized and expenses are allocated to the correct expense code.
Meets with the grant's supervisor and project managers when a grant is awarded to review responsibilities for grant monitoring and reporting. Maintains sensitive due dates for requirements corresponding to each grant. Initiates quarterly meetings with project managers to monitor progress, and closing meetings at the conclusion of a grant.
Reviews grant internal-line item budgets to ensure accuracy in calculations, reasonableness, financial viability and compliance with College and sponsoring agency guidelines.
Prepares and enters journal entries in the College's Banner Finance module and necessary transactions in the MMARS and LCM systems.
Ability to work independently across multiple project grants concurrently.
Prepares ad hoc, monthly, quarterly and/or annual financial reports as required or upon request.
Collects and maintains all files in electronic format for all documents related to each grant. Assist in the preparation of the annual A-133 audit support and provide supporting documentation to external auditors.
Maintain, review and update procedures for grant accounting on an annual basis. Mindful of continuous improvement of processes to ensure streamlined yet effective flow for accounting of all grants.
Collaborates with Comptroller during year end close and open to ensure compliance with state requirements as well as Generally Accepted Accounting Principles.
Attend professional development training, grant administrator consortium meetings and stay abreast of the Federal Office of Management and Budget Uniform Guidance and State agency requirements.
SALARY: $46,790.38 per year with fringe benefits. An appointment made from outside the bargaining unit (AFSCME) must start at this salary, step #1 of the range or as adjusted in accordance with the AFSCME collective bargaining agreement.

Minimum of (A) two years of full-time, or equivalent part-time, professional experience in accounting or auditing, or (B) any equivalent combination of the required experience and the substitution as specified in the state job specifications.
Strong organizational, communication and time management skills. Ability to work independently, prioritize work and provide accurate data in a timely manner.
Thorough understanding of general ledger activity to ensure accuracy and preparing reports.
Demonstrated knowledge of Microsoft Excel, Access and Word
Knowledge of availability and application of electronic data processing to accounting (ERP Finance systems) preferred.
Ability to clearly communicate and interact with project managers, staff, college management and granting agency personnel
Knowledge of office procedures and record keeping, providing continuous improvement in processes.
Knowledge of State and regulatory compliance including the OMB Uniform Guidance as well as Generally Accepted Accounting Principles.
Ability to work effectively on team projects
Successful experience interacting with culturally diverse populations.
