The Role Responsibilities
Implement and execute CFCC Governance responsibilities for GCNA region, including:
Where necessary, assist in developing appropriate CFCC policies and procedures to and for approval by relevant committee(s).
Provide advice to relevant stakeholders on compliance with Group standards relating to CFCC.
Assume proactive, independent and objective engagement in problem-solving and crisis management over critical issues that have an impact on SCB's business / operations in the Region.
Assist to ensure that key changes (to laws, rules, regulations) are communicated and cascaded (in region), in coordination with group communications.
Assist in regulatory reform across the Region, including ensuring identification and escalation of regulatory reform proposals and participation in local internal regulatory relationship and reform forums and memberships of local external industry forums.
Provide advice to relevant stakeholders on the interpretation and application of regulatory expectations, laws, best practices and policies related to CFCC wherever appropriate.
Strive to assist in developing regulatory relationships across the Region through working with the local CEO offices and respective Heads of CFCC functions to ensure effective regulatory relationship plans and protocols are in place.
Support in-country Governance team in the Region in ensuring proactive regulatory engagement across the Region.
Through Group Regulatory Liaison provide timely and transparent notifications to relevant regulators as required.
Review and analyze governance / management reports and MI to gain a full view of the compliance and conduct and FCC risks to the organization and provide advice and recommendations to the Regional Head, CFCC, GCNA.
Prepare ad-hoc compliance and conduct reports / presentations for governance and management committees including the Regional Management Committee, the Regional Risk Committee, and the GCNA CFCC Functional Operational Risk Forum ("GCNA FORF") with supporting CFCC risk MI as appropriate.
Assist to drive the conduct risk management agenda in 2LOD ensuring countries in the Region conduct risk assessments and formulate and implement action plans in accordance with Group requirements.
Provide oversight of / support implementation of country CFCC Implementation of ERMF, keep countries in the Region abreast of changes in framework / policy / procedure and ensure they understand what is required of CFCC.
Assist in Implementation of ERMF by CFCC teams in countries in the Region.
Manage CFCC MI monitoring and reporting and assist the GCNA regional team to understand key compliance and conduct risks in the Region.
Manage One Point system in accordance with Group requirements, and periodically check on quality of data inputted by countries in the Region Manage regional regulatory escalation in accordance with regional guidance protocols. Ensure timely escalation of issues arising in relevant countries in the Region to regulators in Hong Kong.
Provide regional oversight of / implementation of data governance initiatives in countries in Region covering client confidentiality, data privacy and document retention management.
Support regulatory risk reporting policy / framework attending meetings of the related reporting forum as appropriate.
Support global/regional projects as required.
Provide strategic support to significant audits and reviews in the Region
Manage / support consultation of new Group / regional policies and frameworks.
Attend regional meetings e.g. GCNA FORFs and bi-weekly country updates.
Perform / support ad hoc regional reviews.
Execute and implement functional best practices around regulatory inspections.
Assist to drive Group / Regional efficiency and effectiveness programs in the Region.
Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures.
The responsibilities referred to in this JD include Conduct, Compliance, and Financial Crime (including Fraud) risks, and associated risk-sub types under the Bank's ERMF.
Additional Responsibilities (post regional consolidation of SCBHK)
Assist as one of the contact points for Regional CFCC; manage regional regulatory engagement in close collaboration with the Hong Kong CFCC team.
Manage and administer the process of dissemination of laws and regulations at the regional level and maintain related policies and procedures.
Provide advice on (ex-business) Hong Kong regulations and determine their applicability to the regional subsidiaries of SCBHK. Support the relevant Country Heads of CFCC to drive implementation.
Assist to establish procedures, guidance or other appropriate artefacts in relation to (ex-business) Hong Kong regulations that are applicable to the regional subsidiaries of SCBHK ("GETRs"), ensuring that the appropriate assurance mechanisms are in place and that appropriate training has been provided to relevant staff.
Provide preliminary assessment in relation to GETRs to enable the required annual attestations to be provided by the Regional Head of CFCC or Country Head of CFCC, as the case may be.
Review and provide input to assurance review plans and schedules to ensure that, as far as possible, they provide appropriate coverage over the key risks in the Region.
Support the Regional Head of Strategy & Alignment in challenging the Group and country input into the compliance risk assessment.
Provide updates on key risks and issues to the Regional Head of Strategy & Alignment to enable the Regional Head of CFCC to provide reports to the local SCBHK Board and board committees and regional management committees.
Deputize for the Regional Head of Strategy & Alignment as and when required.
People and Talent

Understand technical aspects of systems relevant to CFCC and support with the alignment of relevant systems and controls.
Provide advice on the application of risk management frameworks (e.g. ORF, GRA).
Make recommendations (and / or implement) to relevant stakeholders on possible risk management responses to identified risks and/or findings of concerns from investigations.
In the event of serious regulatory breaches, or where risk tolerances have been breached, assis to ensure senior management and relevant regulators are informed and that actions are taken quickly to improve, remediate and/or activities are ceased.
Support delivery of annual Global CFCC related Risk Assessments.
Assist to ensure proactive and timely identification, assessment, advice and dissemination in accordance with the respective Group framework of evolving regulatory changes / practices and associated risks in and relating to the Region.
Support the review and analysis of the client base to identify and manage high risk clients, or specific country reviews.
Attend relevant team meetings.
Prepare lessons learned from audit findings, FCC assurance activities and specific investigations as appropriate.
Track significant issues arising from CFCC metrics, CFCC Assurance activities, Audit reviews and regulatory inspections, providing validation of issue closure where necessary.
Assist in defining metrics and / or key risk indicators (KRI) including those relevant to AML, Sanctions, ABC and Fraud.
Analyze and interpret data to produce reports that help the bank identify and manage emerging areas of risk / vulnerability and thus drive remediation action within the FCC function.

Strong implementation and project management skills with experience in assisting the delivery of firm wide programmes.
Strong relationship management skills, with a natural aptitude for co-ordination of both people and projects and experience of conducting work successfully across different geographies.
Strong understanding of the financial services sector, with sound judgement on business practices, regulatory framework, management, and reputational risk.
Exemplary integrity, independence and resilience.
Exposure and varied experience in dealing with the Group's business, functions, and geographies with a good knowledge of the business or strategy, and understanding of the Group's markets.
Strong analytical skills with experience of financial analysis
Proficient in Microsoft application such as Word, Excel and PowerPoint.
Appropriate university education and / or external FCC qualification, for example ICA Diploma or ACAMS.
