Dept Marketing Statement UC Smarter Balanced is a large-scale, online assessment program that serves 6M students and 400,000 educators in California and across the nation. Governed by a consortium of member states, UC Smarter Balanced executive committee, governing board, and K-12 educators provide valuable input into the design and delivery of standardized assessment for states, territories, and Bureau of Indian Affairs. The program is organized within the division of continuing education, UCSC Extension, University of California, Santa Cruz. Our headquarters is located at UCSC Silicon Valley Campus, 3175 Bowers Avenue, Santa Clara, CA 95054.
Involves providing strategic guidance, advising and decision making on behalf of an executive (generally defined as Chancellor, Vice Chancellor, or Vice Provost), relative to strategic academic and resource planning, short and long-range policy development, communications and high level analyses of new program development. In addition to executive advising, may also manage an independent program and / or professional staff engaged in a range of administrative functions.
Advises the Executive Director regarding policies associated with assessment and instruction for students in K-12 and higher education. Analyzes emerging political and policy issues including federal and state legislation and provides recommendations for the Consortium. Oversees the development and ongoing revisions of the strategic plan. Monitors the strategic plan as part of an organizational accountability system. Advises Executive Committee regarding formal biweekly meeting agenda and annual workplan development. Provides policy analysis for Executive Committee and Governing Board as necessary to enact new or change existing consortium policies. Uses expertise in instruction, universal design of assessment, and statistical methods to assess the value and feasibility of new strategies and opportunities for the Consortium. Pay, Benefits, & Work Schedule Salary Information: $140,000 - $170,000 / Annually. Salary commensurate with skills, qualifications and experience.
Steer and coordinate the development of the organization long-term strategic plan. Ensure stakeholders are informed as appropriate, and any barriers (that is, resource allocation, training, staffing, etc.) are identified and have associated mitgitation strategies.
Facilitate and guide long-term strategic planning among Executive Committee and Senior Consortium Staff with organization-wide impact.
Provide organization-wide influence on the identification and framing of systemic issues, and the formulation and advancement of approaches to address them. Represent the Consoritum with authority to make decisions on high-level task forces and long-range strategic planning groups.
Negotiate directly to achieve solutions with high level stakeholders and partners to develop solutions to complex problems; provide briefings on current and emerging issues.
Advise Executive Committee regarding the content and priority of their meeting agenda and annual workplan.
30% - Policy and Change Analysis
Use expertise in instruction, unversial design of assessment, and statistical methods to provide strategic oversight for determining system enhancements as expense priorities, recommending and implementing changes to methods, unit planning, staffing, programs.
Provide a framework for policy and administrative change, involved with change management, developing strategies to remove barriers to goal achievement.
Stay well-informed and keep abreast of K-12 and higher education's legislation, and current and emerging issues to provide the executive broad perspective across the organization.
Independently analyze and perform as applicable the most complex research and studies for both internal department and external constituents.
Required Qualifications Bachelor's degree in related area and / or equivalent experience / training.
Advanced skills in short- and long-range planning, program and project management, facilitation and collaboration.
Sound strategic thinking and consulting skills in guiding the organization toward workable strategies and solutions.
Proven ability to focus on priorities, strategies, and vision.
Advanced ability to coach, facilitate and influence people at all levels.
Advanced ability to build and maintain relationships with a broad range of staff and members of the community.
Within the past year worked as a service provider for a contract.
Knowledge of Large Scale Assessment theory and standards and implementation practices.
