Educational Innovations and Services implements policy, manages systems and supports faculty to provide engaging learning experiences that support educational access. The unit uses innovative online programs to support students' goals for learning and achievement.
Applies skills as a seasoned, experienced professional with a full understanding of statewide articulation practices, policies, and procedures. Researches, analyzes, and develops stakeholder-focused solutions to a broad range of higher education issues within a college student transfer and academic preparation context. Demonstrates sound judgment in selecting approaches and methods for obtaining forward-thinking solutions to policy implementation needs. Primarily deals with systemwide policies, programs, and projects that are complex in nature and diverse in scope (e.g., course-to-course articulation, general education patterns, and major preparation articulation). Cultivates and maintains collaborative, service-oriented relationships with institutions across the state's public education segments (UC, California State University, California Community Colleges, K-12) and other organizations involved in student transfer. Develops new processes and recommends policies or procedures for possible implementation by the ASSIST Central Services team, under direction of the ASSIST Program Director.
Policy Analysis, Planning & Coordination (40%) Provides analyses for complex projects and data systems in support of college student transfer policies, statewide articulation practices, and sound database management principles. Works directly with managers/supervisors within the unit and across the department. Develops proposals and recommendations to guide and support a broader strategic direction for the ASSIST program and its initiatives. Researches, monitors, and analyzes course transferability and articulation requirements, relevant state legislation, postsecondary transfer research literature, and UC/CSU/CCC policies for impact on the organization or current/planned initiatives. Proposes, leads, and/or participates on policy and program/project planning committees and working groups. Provides strategy development for existing/new initiatives. Coordinates efforts with a variety of external and internal stakeholders, including implementation of articulation and data sharing policies and programs with cross-organizational departments or external entities as needed; researches policies and procedures, and summarizes best practices for the input and maintenance of curriculum and articulation data. Provides subject matter/technical guidance and quality assessment of the ASSIST Curriculum and Articulation Management System, the ASSIST public website, and the ASSIST Resource Center website.
Communications & Reporting (30%) Establishes and maintains contacts internally and with external constituents across California's public higher education systems for the collection, management, exchange, and publication of transferable curriculum and articulation information/data. Prepares directives, technical guidance, and other instructions for issuance to internal and external stakeholders, especially with respect to the ASSIST Curriculum and Articulation Management System and ASSIST public website. Applies a nuanced understanding and analysis of business needs to communicate specialized knowledge of ASSIST tools and technology through training sessions for articulation and system office staff across California's three public higher education systems. Researches and drafts complex reports, briefings, executive summaries, proposals, presentations, and user guides/resources for internal and external stakeholders. Prepares and finalizes user-focused content, including data reports, website messaging, newsletters, and program updates.
Transfer Articulation Programs & Projects (30%) Develops scopes of work, budget proposals, and reports for project requirements. Performs ad hoc, analytic studies on a wide array of policies, transfer programs, and complex issues/emerging trends in transfer articulation, such as streamlining transfer requirements for college admissions. Researches and analyzes processes and procedures within an appropriate policy context and summarizes findings to develop and/or implement changes. Provides consultative services to unit/department administrators, partners, and external stakeholders. Facilitates multi-stakeholder focus groups or other feedback mechanisms to gather system feature and data requirements and analyze user satisfaction. Conducts post-implementation analyses to determine the need for further enhancements, finer distinctions, and/or additional processes or procedures related to the ASSIST back-end system or public website, as well as other ASSIST programs and services.
Ability to work independently and collaboratively with project teams to achieve goals and set priorities.
Knowledge of organizational/change initiative processes, procedures, and protocol.
Advanced levels of evaluation and problem-solving skills, with a focus on innovative, forward-thinking solutions.
Strong content expertise in postsecondary curriculum alignment (e.g., transfer articulation), academic preparation, and/or higher education policy.
Advanced knowledge of applicable policy analysis techniques, especially within a college student transfer and academic preparation context.
Strong project management skills and ability to multi-task with demanding timeframes.
Strong communication and interpersonal skills to communicate effectively across all levels of the organization and to a variety of internal/external audiences, both verbally and in writing.
Ability to work well and proactively with diverse stakeholders and constituencies with varying service needs.
Strong ability to research, analyze, and synthesize relevant information/data for preparing sound proposals and recommendations.
Ability to use discretion and maintain confidentiality.
Advanced knowledge of common computer applications (e.g., Microsoft Office suite).
Knowledge of the California public postsecondary education systems.
Experience with developing business requirements and managing database systems.
Bachelor's degree in education, public policy, or other related area and at least four years of experience in education, with a preference for college admissions, curriculum, articulation, or related area; or an equivalent combination of education and experience.
SALARY AND BENEFITS
Salary: $73,000 - $85,000.
