Reporting to the Head, HR PMO & Change Office, this role is to lead and support the HR Portfolio Management Office and HR Change Office.
The HR PMO function is responsible for ongoing prioritisation and driving decision making for all investment spend as well as providing support and oversight over day to day project and programme governance controls. The HR PMO is also responsible for driving submissions for the HR Management Business Reviews (MBRs), Investment prioritisation and other strategic deliverables.
The HR Change Office, through the HR Change Portal, drives impact assessments and decision making for BAU changes in HR. This role will also drive the strategic transformation of the HR Change Office.
Key responsibilities include:
Support an effective Portfolio Management Office, including development and implementation of a robust governance framework for the commissioning, implementation, and review of key investment programmes in line with Group standards.
Support strategic submissions for Group and HR MT, including MBR and Investment prioritisation. Support PRC and QPR processes.
Ensure Project and Programme Managers are supported in the successful delivery of projects and activities in the scope of programmes in the HR Portfolio, through effective facilitation, tracking and reporting. This includes development of governance related documentation, i.e. Project Execution Documents (PEDs) and other funding requests and receive appropriate challenge in relation to quality of submissions.
Establish and maintain processes and procedures to identify and maintain improvements to the quality of data in the project management system, and to support all project managers in following a consistent process and standard for data entry.
Development of tools and templates to support effective project management standards.
Oversee HR Change request process and ensure timely triage of all requests and associated impact assessments and approvals.
Drive strategic HR Change Office transformation design and delivery.
The Role Responsibilities
Makes recommendations and oversees the governance structures through which change is identified, scoped and commissioned across HR within the Group
Applies understanding of Group strategy, HR strategy and business environment in change identification, prioritisation, and commissioning recommendations
Supports the articulation of the case for HR investment during relevant cycles, works with wider ePMO stakeholders to define strategies for securing required investment into the HR function
Works with the ePMO to identify and develop Project Management Standards for implementation across key programmes
Define and ensure maintenance of governance standards across key programmes and applies expertise of top-quality governance to all aspects of work. Defines reporting and forum requirements, terms of reference and stakeholder requirements.
Development of appropriate governance templates to support the governance framework, including ownership and maintenance of portfolio level risk and issues, dependencies and lessons learnt
Work with finance to identify, implement and maintain an effective cost centre structure for BAU and investment budgets
Work with finance and PMs to ensure project costs are uploaded and mapped correctly to each projects and cost code and escalate and manage any discrepancies.
Work with PMs to set up and implement robust financial processes to ensure monthly project forecasting is undertaken accurately, and an audit process is in place to assess and challenge forecasting and anticipated costs
Produce summary financial reports at a programme and project level with any recommended remedial actions required
Oversees the production of quality portfolio status outputs to be provided to senior stakeholder and governance committees
Follow-up with HR stakeholders such as Finance, Analytics, Product and Operations teams and Project Managers to collate and manage required inputs into status reporting.
Track and report on project, programme and portfolio performance, providing a comprehensive and accurate view to various stakeholder groups
Works with Project managers to ensure PED (Project Execution Documents) and other funding requests are of high quality and follow defined governance forums for approvals
Works with the ePMO to keep abreast of all Group level requirements and ensures the HR portfolio complies with requirements at all times
Takes responsibility for ensuring accuracy and quality of data within the HR portfolio project management system
Work with Technology & Innovation (T&I) to ensure resources and capacity are secured and budgeted to deliver the require projects
Work with other teams within Country and Group (Compliance, Legal, Technology, Internal Audit, Business / Function Change Delivery) to ensure effective collaboration and insight into dependency
Challenges change owners at all levels and advocates for appropriate deployment schedules to manage end user impact.
Identifies risks, conflicts and issues with change roadmap and take appropriate action to resolve, advising senior management on resolution options and proposals.

Act to minimise operational loss and audit failures and take proactive measures to respond to matters arising, identify and manage forward looking risks
Embed the Group's values and code of conduct across the function
Ensure that Risk Management matters that are brought to the job holder's attention are subject to direct remedial action and/or ensure adequate reporting to the appropriate Risk Committees
Help implement an effective and exemplary risk and control culture (aligned to the Bank's risk appetite), with appropriate escalation and guidance to senior management on risks and issues arising
Promote an environment of performance, collaboration and compliance, to ensure issues are raised and blockages are resolved in a timely manner
