The UC National Laboratories office (UCNL) in the University of California Office of the President has governance and prime contract administration responsibility for Lawrence Berkeley National Laboratory (LBNL) and represents the University in the management of limited liability companies (LLCs) responsible for governing two other National Laboratories - Los Alamos National Laboratory (LANL) and Lawrence Livermore National Laboratory (LLNL). As a primary partner in the Lawrence Livermore National Security, LLC and the Triad National Security, LLC for the management to LLNL and LANL respectively, UCNL is responsible for governance and oversight of the Labs and for assuring excellence in science, technology and engineering and mission execution, underpinned by excellence in business and operations. The University has sole responsibility for LBNL. UCNL has the lead role in assuring all aspects of contract administration, mission execution and operations. In total, the three National Labs represent an enterprise of approximately $6 billion in annual funding and 22,000 career employees.
Reporting to the Vice President for National Laboratories (VPNL) and Associate Vice President for National Laboratories (AVPNL), the Executive Director for National Laboratory Programs (EDP) participates with executive-level managers at the National Laboratories and the Department of Energy (DOE) to establish strategic plans, objectives, policies and processes related to science, technology and engineering and mission execution at the National Labs. The EDP has primary responsibility for coordinating and managing the interactions and interfaces with the External Advisory Boards, senior-level Management Advisory Committees and Science & Technology and Mission Committees at LANL and LLNL, and the LBNL Advisory Board. These groups play a key role in advising the Laboratory and University senior management, evaluating the science and technology and mission accomplishment at the Laboratories, and assessing the strategic vision for the Labs. In this capacity, the EDP interacts with senior external committee members, Laboratory, LLCs and Board leadership. The EDP works closely with the Committees and senior Laboratory Managers to frame the strategic topics and agendas for major Laboratory reviews and helps to establish the optimal procedures for Committee operations and production of the reports of the committees.
For LBNL, this individual has additional responsibilities to participate as an observer in the external independent reviews organized and directed by LBNL or the DOE. These include External Committee Reviews for LBNL's scientific divisions, major scientific projects and/or program capital projects. In this capacity, this individual advises the VPNL, Lab senior leaders, and the LBNL Engineering Project Management Office on the quality and timeliness of these independent external reviews.
The EDP supports and participates in the development of metrics and benchmarks for science, technology and engineering (ST&E) quality and of informational materials outlining the relationship between UC and the three UC-affiliated Labs in research and development activities. Serves as backup to the VPNL and AVPNL in the event both are absent from the office.
25% - Manages, prepares, administers, and directs organization-wide programs. Participates with high-level managers at the National Laboratories to establish strategic and effective review functions and objectives and manages the execution of LLC Board and UCNL committee reviews.
25% - Leads other senior managers to establish organizational strategic plans and objectives. Interacts with high-level Laboratory management, a broad range of UC stakeholders, LLC Board, and Committee leadership and membership to influence and persuade on processes for more effective performance evaluations and reporting structures.
15% - Acts as a technical representative of UC and UCNL at the National Laboratories, at UC systemwide technical meetings, to the Academic Senate, and with leaders at the Department of Energy and National Nuclear Security Administration.
10% - Interacts with senior management on controversial situations, customer negotiations, or influencing and persuading other senior-level managers. Interacts with leadership in the LLC Boards and member companies, on Board and UCNL committees, at UC campuses, and in the UC National Labs to address concerns regarding management oversight and governance of the laboratories
Active or eligible for a DOE Q and SCI clearances.

Expert knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
Highly sophisticated knowledge of administrative management theory and ability to translate this knowledge into practice.
Expert project management skills, including capital projects.
Demonstrated skills in employee supervision and HR administration. Interpersonal skills to effectively lead, motivate and influence others.
Required: M.S. in a scientific/technical discipline aligned with National Lab missions.
Preferred: Ph.D. in scientific/technical discipline or M.S. degree and substantial experience in science and technology programs at the National Laboratories.
Travel: Travel outside of normal business hours.
SALARY AND BENEFITS
Salary: Commensurate with education and experience, the midpoint for the position is $258,400.
