The Department of Family Medicine has an outstanding opportunity for a Manager of Clinical Program Analysis and Evaluation (PA&E).
The Manager of Clinical Program Analysis and Evaluation reports to the Department of Family Medicine’s Director of Finance and Administration and Residency Program Director and provides complex clinical financial planning and decision support system management in support of the department’s clinical, teaching and research mission.
The Manager takes the lead in development of department and residency clinical business plans, oversees the department’s annual hospital and UWP practice plan clinical budgeting process, manages the department’s incentive distribution plan, oversees clinical data management and analysis for resident education, business and research, and train faculty, residents and the administration management team on best practices for improving clinical operations and practice performance reporting.
The Manager of Clinical PA&E will be responsible for problem definition and requirements of the clinical financial management systems and processes of the department. The position will provide structure and analysis that will result in actionable plans for improvement of the department and residency’s clinical enterprise.
The Manager provides complex data analysis to support the teaching, research and scholarship missions of the department. The position will be required to work with physicians, residents, administrators and technical experts across all levels of UW Medicine, to include the School of Medicine, UW affiliated medical centers, UW Neighborhood Clinics, and UWP practice plan.
Business Planning and Financial Management of Department Residency and Clinical Enterprise (40%) • Serves as project manager on department and residency clinical business initiatives, working closely with department chair, director, hospital service chiefs, residency program director and key faculty on all aspects of planning. • Oversees the department’s annual hospital and UWP clinical budgeting process. Working with the residency, clinics, UWNC, UWP, School of Medicine and department leadership, forecast WRVUs, cFTE, hospital shortfall, and program support requirements to achieve the departmental and residency’s fiscal year budget. • Develops off-cycle SBAR proposals to adjust individual faculty shortfall funding as clinical FTE and funding conditions change throughout the fiscal year. • Leads and educates the department and residency through continuous quality improvement to improve clinical production and quality metrics. • Works with department leadership and individual faculty to achieve incentives as outlined in UW Medicine’s annual Department incentive plan. • Consults with department chair and director on improvement and management of department’s faculty incentive plan; models impacts to proposed changes to incentives, and assists with changing incentive policy contract • Provide financial analysis for department and residency projects related to funds flow, physician compensation, and hospital shortfall funding impacts. • Liaison with SOM Dean’s Office and practice plan financial offices on clinical and fiscal reporting requirements.
Clinical Decision Support System Management (20%) • Oversees the clinical data management and analysis of the department’s clinical and residency operations. • Has super user access to practice plan Business Objects web-based database system and creates ad hoc reports to address a variety of data inquiries from department and residency leadership. • Creates and maintains a variety of department and residency dashboards and reports to monitor department, clinical unit, resident and individual faculty performance across a variety of performance measures. • Monitors variations and developing trends in revenue cycle performance and makes recommendations to department and residency leadership to make corrections. • Serves as the department subject matter expert on EPIC and other enterprise clinical management systems. • Provides education to residents on best practices in practice management, billing cycles, clinical billing, clinical reporting, and financial operations. • Creates reports for faculty and residents on clinical quality, practice efficiency, patient satisfaction, patient safety and financial performance. • In charge of reporting quarterly cFTE of all clinical active faculty into HSD database • Develop dashboards for each resident, biannually for the Residency Clinical Competency Committee which contain operational and clinical performance data for Residency Program Director. Also assist in gathering of data for Annual Program Evaluation, site-visits, ACGME data requirements, etc.
Clinical Research Support (20%) • Works with UW, UWNC, and SOM IT leadership to extract data out of UW Medicine IT systems (i.e., EPIC, ORCA, EDW etc.) to support residency and research faculty research.
Train Faculty and Staff on Revenue Cycle Management Best Practices (10%) • Serve as coding, billing and revenue cycle consultant to department leadership, residents and individual faculty to address a wide variety of challenges and opportunities to improve quality and maximize clinical billing opportunities. • Provide one-on-one and group training workshops for department faculty, residents and the clinic management team to discuss best practices on coding and billing. • Work with technical experts at UWP and UWNC to keep abreast of coding/billing and revenue cycle policy changes and coordinate informational materials to share with faculty and residents.
Other Duties (10%) • Meet monthly with UWP Practice Advisor, Department Director and Residency Program Director to review previous month and fiscal-year-to-date clinical production, revenue, billing, reimbursement and accounts receivable measures. • Participates in UW Medicine, School of Medicine, UWP, and department improvement initiatives related to revenue cycle management performance. • Perform other clinical management duties as assigned by the Directors. • Responsible for peer evaluation process for the entire Department, including extracting data for Yearly Annual Review process for all faculty members.
MINIMUM REQUIREMENTS Bachelor's Degree in Health Administration or related field. Two to three years experiences in professional clinical billing and reporting software, and knowledge of professional billing/revenue cycle management.
Additional Requirements: • Ability to manage competing priorities, to multitask, and maintain professional demeanor under stressful situations. • Knowledge of ICD-10, CPT-4, and medical documentation requirements. • Knowledge of commercial, Medicare, Medicaid payment policies and procedures. • Knowledge of professional billing/revenue cycle management. • Experience with process improvement methodologies. • Proficiency with Windows or Mac-based software and Microsoft Office Suite products in a network environment. • Experience with professional clinical billing and reporting software. • Advanced user of Excel with demonstrated experience quickly organizing large downloads of data; must be highly proficient using pivot tables. • Demonstrated ability to learn complex database queries, to interpret administrative data management needs and to extrapolate data from multiple complex information sources. • Must demonstrate knowledge and understanding of the confidentiality of department, employee, and/or patient information. • Experience facilitating small group meetings, committees or work groups. • Experience extracting data from EMR or enterprise-level data warehouse systems. • Knowledge of medical terminology. • Ability to teach and educate faculty and residents on medical business, billing, coding and financial plans and development. • Preferred knowledge and experience using EPIC and ORCA electronic health record platforms and Business Objects Clinical Analysis web tools.
Equivalent education and/or experience may substitute for minimum requirements.
