The Institute for Innovation and Implementation (The Institute) at the University of Maryland, Baltimore School of Social Work has multiple opportunities for a Training Specialist, Senior Training Specialist, or Lead Training Specialist for the Texas Institute for Innovation and Implementation (Texas Institute). These positions are responsible for all functions related to training and technical assistance for supporting Wraparound implementation in Texas. Selected candidates will plan, fully develop, conduct, and administer training programs aimed to train professionals and improve their skills and knowledge in Wraparound and related topics maintaining content expertise specific to implementation of Wraparound. As training and coaching subject matter experts, these positions identify key trainings to implement, design the most complex curricula, evaluate, and develop tools to better assess training and other workforce development activities. These positions lead assignments including planning, executing, and status reporting of significant initiatives. The Institute supports state and local governments and organizations to implement effective systems and practices to best meet the needs of children and youth with complex behavioral needs and their families.
Over the past decade, The Institute has been involved with many key children's initiatives in Maryland and across the nation, many of which have been supported by federal grants, waivers, and contracts from the U.S. Department of Health and Human Services' Administration for Children and Families (ACF), Center for Medicare & Medicaid Services (CMS), Substance Abuse and Mental Health Services Administration (SAMHSA), and Office of Juvenile Justice and Delinquency Prevention (OJJDP). In Maryland, The Institute works closely with the Departments of Human Services, Juvenile Services, and Housing & Community Development, as well as the Maryland State Department of Education and local communities and providers, supporting and informing systems-level reform efforts. The Texas Center is a hub of The Institute that supports state and local child- and family-serving systems and organizations in Texas and surrounding regions with the design, implementation, and sustainability of high quality, effective behavioral health services and supports for children, youth, young adults, and their families. In partnership with the Youth Empowerment Services (YES) 1915c waiver in Texas, the Texas Center's primary effort is to provide continuous quality improvement, policy, financing, research and evaluation, and workforce development expertise to support installation of Wraparound across Texas.

This position may allow for a remote workplace and will not require relocation, though it is preferred for the candidates to live in the state of Texas. This position requires flexible hours including travel, predominantly in Texas which may require overnight stays, long drives, or air travel. Travel time is approximately 50 percent.
Assesses general and specific training needs within the focus population using generally accepted methods appropriate to the training field.
Assists in researching, developing, and delivering training for child welfare, juvenile justice and/or behavioral health professionals on Wraparound.
Communicates at least monthly, in person or virtually, with implementing organizations and the leadership team.
Utilizes data to inform decision making.
Monitors quality of practice and utilizes coaching feedback informs to create action toward Wraparound implementation integrity.
Participates in the development of Wraparound general training and implementation materials such as manuals, online learning modules, self-test instruments, hand-outs, and other course materials. Revises and modifies training materials as needed.
Monitors and evaluates the effectiveness of training through established evaluation measures. Uses evaluation data to modify and adapt training.
Networks and builds relationships with organizational leadership to build interest in partnering around successful implementation efforts.
Develops, implements, and maintains effective mechanisms for ongoing relationships/partnerships with department managers, through participation in work groups and by assisting in the designing of long-range training and development plans.
Utilizes tools to provide coaching support to the field including those designated local child- and family-serving systems.
Performs other related duties as assigned.
Responsible for leading the development and execution of Wraparound training programs using generally accepted methods appropriate to the training field. Identifies future training needs and strategizes development of training through implementation and evaluation.
Leads the development and delivery of curricula based on implementation science and adult learning principles.
Leads the development, design, and delivery of training aids such as handouts/workbooks, PowerPoint presentations, online training, and evaluation/self-test using adult learning principles. Responsible for continuously evaluating effectiveness of training materials and revising as needed.
Compiles, analyzes, and interprets training data. Assists and plans complex needs assessments to ensure curricula is aligned with department and organization needs. Present and facilitate training programs which apply adult learning concepts, effectively engage participants of varying learning needs and foster learning and implementation of best practice in the field.
Prepares evaluation plans, evaluates individual training modules, prepares written reports of findings, and devises quality improvement plans.
Establishes relationships/partnerships and collaborates with external and internal stakeholders to assess and develop long-term implementation, coaching, and training plans to ensure needs are effectively met.
Develops, recommends, modifies, and implements policies and procedures and/or methods of technical assistance to meet changing needs and requirements and enforces standards.
Provides input on the acquisition and implementation of services offered by outside vendors for use in effective training.
Performs day-to-day operational duties such as: training, coaching, and guiding interns and/or other less experienced training staff; develops policies, procedures, and/or methods for implementation of training; participating in field visits and responding to requests and questions from internal and external stakeholders.
Performs other related duties as assigned.
Leads large scale and specialized consultation, training, and coaching efforts on Wraparound and other topics relevant to department programs. Identifies future coaching/training needs. Creates strategies to ensure sustainability and training is effectively translated into practice.
Performs project management duties such as creating project work plans, establishing and monitoring goals and objectives, data management, and developing communications strategy to ensure successful implementation of training and coaching initiatives.
Serves as subject matter expert to less experienced training staff. May supervise training staff as necessary.
Establishes relationships/partnerships and collaborates with executive level external and internal stakeholders to assess and develop long -term implementation and training plans to ensure needs are effectively met.
Leads overall development, review, modification of existing and new training curricula.
Leads reporting of all deliverables, efforts, and progress.
Leads the overall development and design of training aides and materials.
Develops, recommends, modifies, and implements policies and procedures as it relates to training and coaching.
Performs operational duties such as monitoring training costs, acquiring and implementing services offered by outside vendors.
Performs other related duties as assigned.
Education: Bachelor's degree in Social Work, Psychology, Human Development, Education, Public/Business Administration, Communications, or discipline appropriate to training being conducted. Master's degree in Social Work, Psychology, Counseling, or a related field of study is preferred. Experience: Two (2) years of related Wraparound experience preferably including coaching and workforce development activities. Other: Consideration may be given for a unique combination of education and experience.
Senior Training Specialist: Education: Bachelor's degree in Social Work, Psychology, Human Development, Education, Public/Business Administration, Communications, or discipline appropriate to training being conducted. Master's degree in Social Work, Psychology, Counseling, or a related field of study is preferred. Experience: Four (4) years of related Wraparound experience in training including three (3) years providing coaching and workforce development activities. Other: No substitution of experience for minimum education requirement.
Lead Training Specialist: Education: Bachelor's degree in Social Work, Psychology, Human Development, Education, Public/Business Administration, Communications, or discipline appropriate to training being conducted. Master's degree in Social Work, Psychology, Counseling, or a related field of study is preferred. Experience: Five (5) years related training Wraparound experience including three (3) years providing coaching and workforce development activities related to evidence-based practices. Other: No substitution of experience for minimum education requirement.
Certification (All Levels): Must enroll in the National Wraparound Implementation Center (NWIC) certification program. Must achieve certification within a 24-month time period unless already NWIC certified in which case the certification must be maintained. Preferred (All Levels): Ability to speak, read, and write in Spanish is preferred.

Skill in analyzing complex topics, policies, and procedures to prepare detailed summaries.
Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Writes and presents information concisely. Interprets and understands written information and can listen attentively to verbal and non-verbal cues that lead to a deeper understanding. Possess excellent training and group facilitation skills.
Ability to work cooperatively with others and demonstrates professional, ethical, respectful, and courteous behavior when interacting with others. Capable of interacting pleasantly and positively with other to meet customer expectations and provide follow up with customers.
