Senior Director of East Campus Operations - 2001660
The incumbent will be responsible for managing the Project Management Office, Hospital Architectural Services, Materials Management, Business Office, Code Compliance and Construction Departments. The incumbent will support the Associate Director of Facilities with the daily operations of the East Campus services. The incumbent oversees the directors/managers in the daily operation of major capital construction projects and renovation construction projects. The incumbent coordinates with the hospital's senior leadership, State University Construction Fund, hospital administrators and various department heads/managers within Stony Brook Medicine's community.
At Stony Brook, the Senior Director of East Campus Operations will be responsible to coordinate all phases of design and construction of capital new construction and renovation projects. The incumbent will coordinate with the hospital's senior leadership, State University Construction Fund, hospital administrators, medical staff and various department heads/managers within Stony Brook Medicine's community.
Duties of the Senior Director of East Campus Operations may include the following but are not limited to:
Incumbent report directly to the Associate Direct of Facilities and Support Services. He/she will provide oversight and support the daily operation of the East Campus Facilities Departments, Project Management Office, Code Compliance, Hospital Architectural Services, Business Office, and Construction Departments.
Oversight, supervision, leadership and management of in-house construction staff, SFE labor, construction staff, Project Management, Hospital Architectural Services, Business Office, Materials Management and Code Compliance staff. Reviews project goals, quality of work, project schedules and associated project costs to achieve completion of the project within schedule and budget allocations. Reviews time and attendance records for direct reports. Performs annual evaluations of employees following the appropriate union and hospital policies and procedures for direct reports. Oversees staff development by scheduling pertinent education/training sessions. Oversees staff compliance to the division's policies and procedures. Oversees daily activities and overall progress of code compliance, enforcement, staffing, daily inspections, drawings review, and code interpretation.
Oversight supervision in the Certificate of Need process i.e. provide CON assessment for new project requests, develops construction timeline for start and end of construction, coordination of the CON sanitarian site visit. May participates in the CON site visit, oversees the formulization of the plan of correction action items that are identified during the site visit and follow ups as needed to ensure that the plan of correction has been implemented.
Oversight responsibility for the development and maintenance of the construction and design schedules, as required.
Reviews and approves procurement paperwork, funding requests, requests for proposals, and requests for qualifications as required. Reviews outside contractor invoices for payments requisitions for projects as per the construction/design contract and schedule of values.
Oversight to ensure that all, Life Safety inspections are completed for DOH and Joint Commission. Oversees that OMH requirements and CMS documentation is reviewed and in compliance. Oversight that project documentation i.e. construction drawings, project schedule, procurement paperwork, requests for proposals, vendor payments, requests for information, submittals, change in scope forms etc. are uploaded and maintained in Project Mates.
Provides a monthly activities report of projects to the Senior Project Director and Associate Director. Schedules and conducts various department meetings i.e. weekly construction meetings, hospital architectural meetings, ICRA meeting, and department head meetings. Schedules project meetings and finance meetings as needed. Works with the leadership to keep apprised of the hospital's project priorities and initiatives.
Oversight for all phases of construction activities including but not limited to the division's workforce, materials and equipment purchases. Oversight that construction specifications are being followed as per the project scope i.e. building requirements of the JCAHO, NYS Department of Health and state and local regulatory requirements.
Oversight that documentation and approvals are processed as per the department's change in scope policy and procedure in the event that scope creep or user requests are initiated during design or construction.
Oversight to ensure that as-built and red-line documents are provided to Architectural Services for uploading into the ATG database.
Evidence of academic success Bachelor's Degree in engineering or construction management or equivalent with at least 5 years' experience in coordinating new construction, renovations, alterations in a healthcare environment.
In lieu of a degree, 10 years direct experience in managing new construction, renovations, alterations, in a large healthcare facility setting.
Must have the ability to manage and track all Joint Commission, CMS, OMH, inspections and to ensure follow up on regulatory compliance, maintenance requests, new construction/renovation projects requests, have administrative and financial experience, be well versed in new construction, renovations and alterations, possess effective- communication skills verbal/written with vendors, user groups, high level leadership, design firms and construction contractors.
Must be able to work independently with minimal supervision.
The candidate must possess practical hands on experience in the fields of Infection Control, Fire Safety, NFPA, Joint Commission, OSHA and NYS DOH regulations, as well as codes and regulations governing health care facilities.
Experience in planning, coordinating, administering, and exercising strategic and overall operational controls.
Incumbent must have the ability to apply the latest standards in construction project management and quality assurance.
Must be a dedicated, reliable and flexible to work evening and weekends
Computer literacy and experience with spreadsheet and project management programs are essential.
The Incumbent must have experience is regulatory compliance, Joint Commission, CMS, and OMH survey experience.
