Environmental Incentives is seeking a Contracts Specialist to work from our Washington, D.C. office. This position will oversee all phases of EI’s contract development process including researching legal regulations, updating contract boilerplates, negotiating contract terms, preparing contracts, and facilitating the contracts approval process.
Prepare contracts and modifications, and negotiate contract terms with clients, subcontractors, and consultants in accordance with Environmental Incentives standards and policies.
Oversee contracts approval process, ensuring all steps in the process are completed in a timely manner.
Create and update Environmental Incentives contract boilerplates and guidance to be compliant with project-specific contract terms and legal regulations for domestic and international work.
Develop and oversee processes, tools, and guidance, and coach staff as needed, to ensure compliance and monitor status of contracts, subcontracts, and consultant agreements.
Ensure compliance with all contractual obligations related to Environmental Incentives’ work, including GSA schedule requirements, Federal Acquisition Regulation, Defense Contract Audit Agency, and U.S. Agency for International Development (USAID) Acquisition Regulation.
Receive, review, and execute requests from project managers for development and modifications of contracts.
Develop materials for project managers to effectively manage contracts such as contract briefs, procurement guidelines, project closeout checklists, property inventories, etc.
Support project managers to submit inquiries and reports to USAID’s Management Bureau Office of Acquisition and Assistance and other client contracting officers.
Develop materials and train staff to maintain compliance with conflict of interest and sensitive but unclassified information requirements.
Ensure filing and easy access of all contract-related files.
Liaise with outside compliance experts as needed to ensure contract compliance.
Environmental Incentives seeks talented, creative, and inspired professionals who can provide technical support in a growing practice.
Bachelor’s degree in business administration or related field plus 5+ years of relevant experience or degree in unrelated field with 7+ years of relevant experience. Master’s degree can substitute 2 years’ experience.
Comprehensive knowledge of various service and technical assistance contracts (e.g. time & materials, cost plus fixed fee, cooperative agreements, firm-fixed price, etc.).
Outstanding level of organization with ability to multitask and juggle competing priorities.
Advanced user with Microsoft Office 365 applications (i.e. SharePoint, Teams, Excel, Word, PowerPoint, Outlook).
Legally authorized to work in the U.S. with no restrictions
Experience working for a professional services firm that contracts with USAID.
Comprehensive knowledge of GSA schedule requirements, Federal Acquisition Regulation, Defense Contract Audit Agency requirements, and U.S. Agency for International Development (USAID) Acquisition Regulation.
Professional proficiency in Spanish.
Demonstrated ability to work independently and with colleagues across various locations.
Easily adaptable to new work environments and receptive to a culture of open communication and feedback.
Highly organized with excellent verbal and written communication skills.
Desire and ability to work collaboratively with others.

Environmental Incentives also offers a competitive benefits package that includes generous annual leave, holiday and sick time, retirement plan options, professional development opportunities and health coverage. The annual salary range for this position is $63,500 – $86,500.
