Key Roles This position is responsible for constructing distribution and transmission substations for EKPC in a timely and safe manner according to specifications.
Key Responsibilities • Performs manual labor related to the preparation of site for substation construction. • Provides assistance with construction of substation structure. • Installs substation equipment and attachments. • Operates crew trucks, construction equipment, and power hand tools. • Provides assistance as directed during scheduled and emergency outages.
Construction Technician Level 1 • Directs flow, vibrate, and finish concrete in foundation holes. • Digs ditches for grounding grid using trencher or mini excavator. • Lays copper grounding grid and cadweld crosses and leads. • Assists in off-loading steel from truck. • Uses compactor to compact gravel. • Uses skid steer to spread gravel and spoils. • Hangs trusses to steel columns. • Bolts grounds to structure. • Runs grounds down columns. • Hangs cabinets including battery, meter, control, circuit switcher, and transducer. • Assists with the installation of the AC panel. • Installs porcelain and polymer insulators. • Runs conduit from transformer pad and regulator pad to oil tank. • Runs angle, IPS, or string busses. • Installs string and angle busses. • Bolts terminals onto all switches and installs jumpers. • Runs and hooks wire jumpers. • Builds berms around pads for oil spills. • Builds fencing. • Installs oil containment pit. • Operates vehicles requiring Class B license. • Completes time sheets and mileage reports. • Inspects vehicles and equipment prior to use. • Performs other duties as assigned.
Construction Technician Level 2 • Drives tractor trailer with supplies and equipment. • Reads blueprints and stakes out new substation using level and transit. • Operates backhoe, digger derrick, and dozer to properly grade site. • Ties steel rods/rebars according to specifications and set in foundation holes. • Builds concrete prefab forms. • Ensures that concrete forms are built according to blueprint requirements. • Properly positions and attaches prefab forms in foundation holes. • Aligns templates to attach to forms. • Ensures ground grid is properly installed. • Installs underground conduit using backhoe. • Operates digger derrick to set steel. • Moves backhoe and dozer between sites. • Ensures the proper installation of trusses and other equipment prior to setting columns. • Positions and bolts steel columns to form Low Bay, Metering Bay, and A-Frame (high side). • Installs trusses with fuses, switches, and lightning arresters. • Ensures proper grounding according to blueprints. • Inspects the storm water prevention plan and ensures the plan is built and maintained as designed. • Obtains material to replace defective or missing parts. • Ensures proper clearances based upon KV requirements for all structures. • Ensures proper spacing between trusses and busses. • Operates backhoe, mini excavator, and dozer to properly grade site. • Ensures that concrete forms are built according to blueprint requirements. • Properly positions and attaches prefab forms to foundation holes. • Lays copper grounding grid and cadweld crosses and leads. • Sets steel structure in accordance with blueprints. • Constructs V-switches. • Installs station service transformer. • Installs and adjusts side-break and V-switches. • Installs breakers. • Installs IPS (Iron Pipe Size) bus on high side structure. • Installs string and angle busses. • Installs metering PT’s and CT’s. • Operates backhoe to dig hole for oil tank. • Assists in positioning oil tank in hole. • Builds berms around pads for oil spills. • Builds fencing. • Operates vehicles requiring Class A license. • Works from a bucket truck. • Provides on-the-job training for new employees. • Documents site activities through logs and progress reports. • Operates the knuckle boom to handle/off-load materials. • Performs other duties as assigned.
Construction Technician Level 3 • Reads blueprints and stakes out new substation using level and transit. • Ensures ground grid is properly installed. • Checks to ensure that all low side switches are properly operating. • Orders materials and takes inventory on-site. • Calculates concrete and gravel requirements and coordinates with contractors. • Develops work plan based upon substation construction specifications in blueprints. • Determines daily work requirements based upon schedule for project completion. • Adjusts work schedule to compensate for unanticipated delays. • Plans work for the next site. • Ensures crew members are completing assigned tasks correctly, safely, and on schedule. • Interprets blueprints and coordinates with Engineers to ensure the most effective construction procedures. • Maintains as-builts and blueprint modifications. • Inspects jobs as they are completed. • Coordinates with Communications Engineers to install appropriate equipment. • Inspects job site to ensure it meets all blueprint specifications. • Works on energized systems. • Conducts crew project status meetings. • Coordinates work requirements with other EKPC areas such as engineering, surveys, and vehicle maintenance. • Interacts with the public. • Communicates with member systems and project management. • Performs other duties as assigned.
Key Requirements Education and Certifications / Licenses: • High school diploma or equivalent required. Formal technical training associated with the construction and operation of transmission substations equivalent of two (2) years preferred.
Experience: • Three (3) years of experience associated with the construction and operation of transmission substations preferred.
Skills and Abilities: • Ability to read blueprints required. • Must be able to properly and safely operate crew vehicles, equipment, and various power hand tools. • Knowledge of switching procedures for energized substations preferred.

Conditions of Employment • Must maintain a valid driver’s license. • Overnight travel and non-scheduled overtime normal part of job. • Telephone access required. • Required to work in and around construction environment and may work around energized facilities. • Regular lifting up to 100 pounds and occasional lifting over 100 pounds required. • Regular climbing and working at heights on ladders and stairs and occasional climbing and working at heights on structures required.
