The Department of Rail and Public Transportation is seeking a qualified candidate to serve as the agency’s Assistant Controller. This position is responsible for the day-to-day accounting functions and the accountability of DRPT’s financial resources including the receipt and disbursement of federal, state, and local revenues in accordance with federal, state, and industry regulations and principles. This position will serve as the primary backup to the Controller; and will serve in a critical role as the project manager for the annual Agency Risk Assessment and Internal Control Standards (ARMICS) certification cycle, which includes documenting, testing, and monitoring the internal control environment, and operation of the agency’s internal controls. In addition, this position is responsible for managing financial analysis and business processes to ensure programmatic and operational controls of disbursements annually, to include establishing and maintaining appropriate controls over the agency’s internal financial system (ICAPS) for all financial resources that are expended according to the accounting rules, state policies and procedures, and the Commonwealth Transportation Board’s (CTB) direction. Accounting functions include a monthly Cardinal ledger account reconciliation process and a monthly reconciliation of all agency commitments to the available financial resources. This position also manages DRPT’s revenue and cash management functions, the payroll function, and the financial reporting function that includes various items for the quarterly CTB report.
Minimum Qualification (s):
Comprehensive knowledge of complex financial structures, revenue and cash resources.
Considerable knowledge of and experience utilizing both Generally Accepted Accounting Principles and automated accounting systems.
Considerable knowledge of internal auditing principles.
Demonstrated ability to assemble, analyze, and prepare financial reports and statements.
Knowledge of grant management and financial internal control processes
Knowledge and experience in developing, implementing, and managing financial internal controls.
Knowledge of payroll, cash management, and public transportation industry.
Knowledge of management practices and principles.
Knowledge of Microsoft Office Products (Word, Excel, PowerPoint, etc.) and Gmail
Demonstrated ability to use independent judgment in the interpretation and analysis of rules, regulations, and policies and procedures.
Demonstrated ability to plan, organize, and lead a diversified staff.
Demonstrated ability to effectively communicate and make presentations to senior level management.
Ability to make sound decisions; meet deadlines; provide effective business solutions.
Preferred Qualification (s):
Graduation from a college or university with major studies in Accounting or Finance. Demonstrated experience in preparing Agency Risk Management and Internal Control Standards (ARMICS) is highly desirable (Phase I and II). CPA highly desirable. Knowledge of state accounting principles and practices is a plus.
