In this exciting role, you will perform a variety of cost estimating activities for construction and maintenance projects at the Laboratory, or at off-campus leased facilities utilizing knowledge and design skills to provide technical support. Your projects will primarily include new construction and modifications to existing facilities, with a strong emphasis on mechanical and plumbing systems. The cost estimates will include equipment, labor, materials, and other costs with consideration for environmental protection and safety codes. You must be well informed in the estimating CSI Divisions 3 through 11, 14, and 21 through 23, 25, 26 and 31 through 33.
What You Will Do:
Prepare cost estimates, develop and apply unit rates (cost and job hour) to quantities and perform extensions for total cost estimates.
Work with estimating models including factored and parametric estimates.
Provide more detailed cost information on definitive estimates when requested by the Project Managers.
Prepare, assemble, and execute fair and reasonable multi-discipline construction cost estimates for new and remodel facilities at the Laboratory, provide change order support to project managers, and provide value engineering services.
Compare estimated costs versus actual costs, providing data used for benchmarking and historical databases, at the close of projects.
Perform job site visits during construction to assure the job is being executed as estimated, discuss problem areas as they develop and offer solutions.
Follow cost estimating methods and procedures on new assignments.
Interact effectively with senior LBNL management and external personnel.
Participate in resolution to complex problems where analysis of situations or data requires an in-depth evaluation of various factors. Work is accomplished without considerable direction.
Use Facility Engineering concepts, Lab policies and procedures to solve a wide range of complex problems.
Use imaginative and practical methods where analysis of data requires evaluation of identifiable factors.
Exercise judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions.
Independently determine and develop approaches to unique construction challenges.
Review and estimate design and construction costs for projects that range from conceptual to definitive design maturity, and range between $1,000 to $100M in size and are multi-disciplinary (Architectural, Civil, Structural, Mechanical, Electrical, and Plumbing).
Perform value engineering and change-order validation of activities.
Provide project scheduling support for the optimal allocation of specific trade disciplines, and total resources required.
Additional Responsibilities as needed:
Prepare complex multi-discipline construction cost estimates for new and remodel facilities at the Laboratory, provide cost reasonableness change order support to project managers and provide value engineering services.
Work with Project Managers and Finance, support the process to retrieve actual construction cost data, using the data to adjust the cost estimating database unit costs and cost assemblies.
Prepare multi-craft cost estimates, develop and apply unit rates (cost and job hour) to quantities and perform extensions for total cost estimates.
Work with complex cost estimating models including factored and parametric estimates.
Perform or provide guidance to Project Managers to perform rapid response range estimates, to satisfy initial customer requests for Rough Order of Magnitude estimates using historical cost data for similar projects and project components.
Provide more detailed information as required, on definitive cost estimates, to the Project Managers when estimating project costs.
Lead a team of cost estimators for complex design & construction projects with multidisciplinary scope.
Compare estimated costs versus actual costs, providing data used for benchmarking and historical databases, at the close of projects.
Support the maintenance of the cost database with routine factoring from actual cost data including labor rates.
Participate in resolution to complex problems where analysis of situations or data requires an in-depth evaluation of various factors. Exercise above average judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. What Is Required:
Typically requires a minimum of 5 years of related experience with a Bachelor's degree; or 3 years and a Master's degree; or a Ph.D. without experience; or equivalent experience and/or construction experience.
Knowledge as a construction estimator, collaborated with an engineering and construction firm, licensed building contractor, and/or a facilities organization with preparing bids for construction projects.
Experience providing pre-construction services to clients, such as determining the level of practicality of design, constructability, and by providing conceptual estimates.
Familiarity with common estimating techniques required for estimates, including planning, conceptual, preliminary, and final estimates for new construction and remodeling facilities.
High level of skill in preparing estimates manually, and with computer-generated spreadsheet applications to develop multi-discipline estimates for civil, architectural, structural, mechanical, and electrical work.
Very good communicator and team member, making contributions to the development of specific technical organization goals and objectives.
Very good knowledge in Microsoft Office Suite, with specific knowledge of computerized estimating spreadsheets and programs (Excel).
Knowledge of applicable construction codes, OSHA requirements, and federal, state and local regulations pertaining to the environment, health and safety.
Experience using common publications for labor and material unit pricing within the various CSI divisions.
Support the development of new theories and methods. Use and applies principles, theories, and concepts in accordance with organizational objectives to solve complex problems in creative and effective ways. Some barriers to entry exist at this level (i.e., department/peer review).
Possess strong knowledge in principles, theories, and concepts related to industrial mechanical systems, in combination with a working knowledge of related fields.
Additional Desired Qualifications:
Require a minimum of 8 years of relevant experience with a Bachelor's degree in Engineering or Project Management; or 6 years and a Master's degree; or 3 years and a PhD degree; or equivalent experience and/or construction experience.
Demonstrated experience developing cost estimates per DOE cost estimating policies and procedures.
Experience collaborating with engineering firms, licensed building contractor and/or a facilities organization to prepare construction project bids.
Experience providing preconstruction services to clients such as determining the level of practicality of the design, providing constructability review, and generating conceptual estimates.
Thorough familiarity with standard estimating techniques required for estimates, including planning, conceptual, preliminary, and final estimates for new construction and remodeling facilities. The ability to conceptualize and select optimal design approaches during estimating is a key skill for this position.
High level of skill in preparing estimates manually, and with computer generated spreadsheet applications to develop multi-discipline estimates for civil, architectural, structural, mechanical, electrical, and plumbing work.
Proven ability to effectively communicate (verbally and written) with individuals and groups at all levels of an organization, including senior management staff and external personnel.
Advanced knowledge of computerized estimating spreadsheets and programs, specifically Microsoft Excel and Bluebeam Revu software.
Ability to acquire knowledge and skills of new cost estimating software programs and develop standard procedures & protocols for the programs.
Knowledge of finance principles and practices for LBNL burden applications.
Knowledge of LBNL, UC and DOE policies and procedures, including the Department of Energy G413.3-21A Cost Estimating Guide and GAO Cost Estimating & Assessment Guide.
Experience using common publications for labor and material unit pricing within the various CSI Master Format divisions.
Support the development of new theories and methods. Uses and applies principles, theories, and concepts in accordance with organizational objectives to solve complex problems in creative and effective ways. Some barriers to entry such as technical committee review exist at this level.
